Police Contract Negotiations
The 1997-98 Police Union Contract has not been settled. Mediation was
requested in January. In March, the Police Union employees requested a
vote to change union representation. During this legal process no mediation
or negotiations are allowed. A new union was certified for the Elk River
Police Department in late April, 1997. The union now representing the police
department is Law Enforcement Labor Services, Inc. (LELS). The Elk River
business agent for the Police Union is Terry Herberg.
The city and police department representatives met on June 12, 1997. At
this meeting the city suggested pursuing mediation. Mr. Herberg declined
this suggestion and requested that, after the city knows the impact of the
new levy limits law, staff meets with the City Council to review the union's
and city's positions.
Levy limit information is required to be available to cities by August 1, 1997.
Accordingly, this July 28, 1997, Executive Session was set up in anticipation
of levy limit information being available. At this time no information is
available and if nothing is received by July 28th, we will have to use some
"best guesses" or else call another Executive Session for Monday, August 4,
1997.
On July 28, 1997, I anticipate discussing levy limits with the City Council
along with reviewing the most recent city and union discussions regarding
desired contracts for 1997 and 1998.
