ACTION REQUESTED
Approval of $99,294 for professional services, from WSB & Associates, Inc., for completion of the 171St
Area AUAR and Preliminary Engineering Report for Phase 1 improvements.
BACKGROUND/DISCUSSION
As approved and directed at the February 22, 2011 Council meeting, staff advertised a Request for
Proposal for the completion of an Alternative Urban Areawide Review (AUAR) for the 171st FAST
study area and a preliliiirlary engineering study for the required public improvements to complete Phase 1.
Proposals were due to our office by the end of the day on March 9, 2011. Staff received four proposals
for the completion of the work. A staff committee consisting of Jeremy Barnhart, Rebecca Haug, and I
reviewed and evaluated the proposals based on the following criteria as detailed in the RFP:
• Qualifications of proposal candidates (including all sub-consultants);
• Technical soundness of proposal;
• Innovative concepts/approaches to the project;
• Proposed time frame and schedule;
• Comparable projects successfully completed by the candidate;
• References, and;
• Total project budget.
The proposals received had associated costs for the work as follows:

All of the firms showed adequate experience in having prepared these types of documents in the past and
were similar in their approach and level of understanding of our project.
The qualifications of proposed candidates, including sub-consultants, were very close with higher points
given to Bolton &Menk and their partner HKGI. HKGI brings with them the background and history

in having prepared the 171St Focused Area Study. SRF brings the most traffic and transportation
experience, but the sewer and water sub-consultant they brought on board showed little to no
comprehensive water and sanitary sewer planning experience. Technical soundness of the proposals
scored equal between WSB, Bonestroo, and Bolton &Menk. SRF scored lower in this area.
The time line proposed for the project varied slightly between the proposals. Bolton &Menk identified
completing the project by the end of December 2011; SRF identified completing the project by the end
of February 2012; while Bonestroo and WSB identified completing the project by the end of April 2012.
During the scoping of the project in the fall of 2010, staff met with representatives from Bolton &Menk,
Bonestroo, and SRF and was comfortable with their understanding and ability to complete this project
for us. We interviewed representatives from the WSB team on March 23, 2011 to insure they had
included everything we asked for in our RFP and understood our project. WSB's staff was professional
and demonstrated an in-depth understanding of the project and the AUAR process. We feel the WSB
team has the most streamlined approach which results in fewer hours spent on the project and overall
lower cost. In the interview of WSB they indicated they can expedite the schedule so the project can be
completed a couple of months earlier than listed in their proposal. We contacted some of the references
listed in WSB's proposal and other references not listed to assure their team was capable of completing
the work. All of the references we contacted gave strong reviews of WSB. Based on these references
staff is confident that WSB can perform above our expectations on this project.
Staff committee is recommending award of the AUAR and preliminary engineering report to WSB
Associates, Inc. Upon the approval of this work by the City Council, staff will work with WSB to finalize
a contract and begin work on the AUAR immediately.
FINANCIAL IMPACT
This approval will have a total financial impact of $99,294. This number represents a not to exceed
amount based on the scope of services requested in the RFP. This approved amount includes all of
WSB's anticipated reimbursable expenses for the project. The project was estimated to cost $165,000.
The costs associated with this project will come from the City's development fund.
