09-29-1997 CC MINSPECIAL MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL MONDAY, SEPTEMBER 29, 1997 Members Present: Members Absent: Staff Present: Mayor Duitsman, Councilmembers Dietz, Thompson, Farber, and Holmgren None Pat Klaers, City Administrator: Steve Ach, City Planner: Terry Maurer, City Engineer; Lori Johnson, Finance Director; Paul Steinman, Director of Economic Development; and Tom Zerwas, Chief of Police Call Meetinq To Order Pursuant to due call and notice thereof, the special meeting of the Elk River City Council was called to order at 6:00 p.m. by Mayor Duitsman. COUNCILMEMBER Administration CONSIDER 9/22/97 CITY COUNCIL MINUTES - APPROVED CONSIDER 9/24/97 BOARD OF CANVASS MINUTES - APPROVED CONSIDER TEMPORARY 3.2 ON-SALE BEER LICENSE FOR ELK RIVER LIONS - APPROVED CONSIDER BIDS FOR FENCING OF ELK RIVER YOUTH ATHLETIC COMPLEX BASEBALL FIELDS - APPROVED CONSIDER BIDS FOR PAVING LIONS PARK TRAILS - APPROVED FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. Oath of Office to New Police Officer Chief of Police Tom Zerwas introduced the City Council to the newest Elk River Police Officer, Dale Olmsheid. Mayor Duitsman swore in the Dale Olmsheid as a police officer for the City of Elk River. Elk River City Council Minutes September 29, 1997 Page 2 o Other Business Councilmember Holmqren - City Government Class Councilmember Holmgren requested volunteers to help present information to students at the senior high for the classes in government. Staff Updates The City Administrator indicated that the Minnesota Spods Federation (MSF) is scheduled to hold a meeting at 2:00 p.m. on Monday, October 6, at City Hall with our area legislators, House Representative Bruce Anderson, and Senate Representative Mark Ourada. The purpose of this meeting is to review state grant opportunities for amateur sports federations. The City Administrator indicated that the FBI has requested to use the house which the city is purchasing north of the library for a training exercise on October 9, 1997. The City Council indicated it had no problems with this request. Worksession on Development Issues The City Administrator provided an overview of the goals for the meeting and the information which would be presented by the staff. Western Area - The City Engineer reviewed transpodation issues including the county plan, a bridge over the Elk River, the Waco Street alignment at Highway 10, and a frontage road east of Waco Street. Director of Economic Development Paul Steinman reviewed the Economic Development Strategic Plan for the addition of business park properties to the city inventory and what properties in the western part of the city are included within this plan. City Planner Steve Ach reviewed land use options around the County Government Center and the proposed rezoning of residential property to business park. A video tape was shown on industrial activities. The City Engineer reviewed the county petition for public improvements, lateral sewer line extension options, and the long term trunk sewer and water proposal. The City Planner reviewed the Chuba development proposal west of Waco Street. A general discussion took place on transportation, land use, and utility issues. MAYOR DUITSMAN MOVED TO HAVE THE DRAFT CITY TRANSPORTATION PLAN CHANGED TO SHOW THE INTERSECTION OF WACO STREET AND HIGHWAY 10 TO THE Elk River City Council Minutes September 29, 1997 Page 3 EAST OF ITS CURRENT LOCATION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. Mayor Duitsman discussed with the Council the need to add funds to the city development reserve. (Mayor Duitsman also advised the City Council of two 9/30/97 meetings he has scheduled with Guardian Angels and the Fire Department.) It was the consensus of the City Council that Mr. Chuba should proceed with the development application that he feels is best with the understanding that staff is prepared to recommend that his property, preferably in con]unction with the property immediately to the west, be removed from the city urban service district. Eastern Area - The City Engineer reviewed the official map proposal that will be presented in a public hearing on October 6. The City Engineer reviewed the 171s~ and Highway 10 signal justification report. COUNCILMEMBER HOLMGREN MOVED TO HAVE THE CITY ENGINEER BEGIN THE SIGNAL JUSTIFICATION REPORT COVERING THE ITEMS NOTED IN THE SEPTEMBER 19, 1997 LE'rI'ER TO THE CITY ADMINISTRATOR FOR THE INTERSECTION OF HIGHWAY 10 AND 171sT AVENUE. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. The City Engineer and the City Administrator reviewed the services that can be provided by Evergreen Land Services Company as it relates to the acquisition of property. The property assumed to be needed to be acquired first is the area between 171s~ and 175th Avenues so that a road connection east of the railroad tracks can be made in this area. If the official map is approved on 10/6/97, then a request to hire Evergreen Land Services Company will be formally presented to the City Council. City Planner Steve Ach reviewed the status of the development proposals for the trailer court area and the Waddy Schulze property. Director of Economic Development Paul Steinman reviewed the Economic Development Strategic Plan for business park activities in the eastern area of the city. City Cost Issues and Source of Funds - The City Administrator briefly mentioned some land acquisition issues for streets and business park activities and noted a concern over establishing priorities for projects as a lack of funding is available for all the discussed and desired projects.
