RE: MACON STREET/RIVERVIEW DRIVE IMPROVEMENTS
Dear Council Members:
After the close of the assessment hearing for the Macon Street/Riverview Drive improvements
Monday evening, if the council adopts the resolution approving the assessment roll, it would be
appropriate to then consider the attached resolution accepting the bid and authorizing execution
of the contract with C.W. Houle, Inc. for the construction of the Macon Street/Riverview Drive
improvements.
In previous correspondence to the City Council dated June 30, 1997, a copy of which is
attached to this memo, we had tabulated the bids and compared them to the feasibility study as
indicated. That memo explained that the Iow bid of $280,000 received from C.W. Houle, Inc.
was approximately 27% below the estimate. C.W. Houle, Inc. has satisfactorily completed
numerous projects within the City of Elk River, most of which were privately funded developer
projects. Therefore, we are prepared to recommend award to C.W. Houle, Inc. as the lowest
responsible bidder.
If you have any questions, I will be in attendance at Monday evening's meeting.

We have tabulated the bids received on June 26, 1997, for the Macon Street/Riverview Drive
improvements. There were a total of 13 bids received. The following list provides a summary of
the bidders and their total bids:

The feasibility study for this project estimated the total construction cost at $383,000. The Iow bid
submitted by C. W. House, Inc., is approximately 27% below this estimate. There are two reasons
for the exceptional bid that was received. The first is the very competitive nature of the bidding
process. Usually at this time of the construction season, it is unheard of to have 13 bidders on a
project of this size. The second reason for the much lower bid is during the design process, we
were able to raise the sanitary sewer substantially from the estimated depth in the feasibility study.
According to the project schedule contained within the feasibility study, the next step in the project
is to hold the assessment hearing. Attached for the City Council's consideration is a resolution that
determines the amount to be assessed and orders the preparation of the assessment roll. The
project schedule shown at the public hearing had predicted the assessment hearing to be held on

August 4, 1997. We would suggest that the City Council stay with this schedule and hold the
assessment hearing the first meeting in August. Although the actual assessment roll has not been
prepared at this time, we have done a preliminary review of the assessments based on the
construction bid versus the assessments shown in the feasibility study. We believe that for the
existing lots along Macon Street and Riverview Drive, the total assessment for sanitary sewer,
water, and storm sewer will drop by approximately 20% to 25% from that shown in the feasibility
study, and the amount payable immediately for street and storm drainage will drop by
approximately 10% from the amount shown in the feasibility study.
If you have any questions regarding this project, I will be in attendance at your June 30, 1997, City
Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
MACON STREET AND RIVERVIEW DRIVE IMPROVEMENT OF 1997
WHEREAS
WHEREAS
pursuant to Resolution 97-48, competitive bids were solicited and received for
the Macon Street and Riverview Drive improvement as set forth in the bid
tabulation attached hereto and incorporated herein by this reference; and
the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that C.W. Houle, Inc. is the lowest responsible
bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with C.W. Houle, Inc. as is approved by the City Attorney for the
completion of the Macon Street and Riverview Drive improvement according to the
approved plans and specifications designated in Resolution 97-48.
The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract above specified.

rest of our neighborhood ( Palmer Addition and Riverview Hights). We feel
the $4,800.00 assessment is unfair and is only for the benefit of Country
Crossings development.
