SUBJECT: Update on Discussion with Jim Rossman
Mr. Rossman was present at a City Council meeting in December 2010 to discuss using the
Mississippi River as an economic development tool. During the City Council meeting, I was
instructed to meet with Mr. Rossman to further discuss his ideas. I received a phone call
from Russ Snyder with the Army Corps of Engineers (ACOE) on February 22, 2011. He
saw Mr. Rossman's presentation to the City Council. Mr. Synder informed me that the
ACOE is not in favor of doing anything along the Mississippi River.
I met with Mr. Rossman on Monday, Apri125, 2011 to discuss his ideas for the Mississippi
River to be used as an economic development tool. During the meeting, Mr. Rossman asked
if I would assist in the facilitation of a meeting with the Minnesota Department of Natural
Resources (DNR) and ACOE to come to a City Council meeting to discuss putting in buoys
along the Mississippi River. I did inform Mr. Rossman of my discussion with the ACOE.
If the City Council would like me to facilitate a meeting with the ACOE and DNR to discuss
placing buoys along the Mississippi River channel, please have this item added to an
upcoming agenda. Thank you.
