BACKGROUND/DISCUSSION Please find the attached feasibility report for the 2011 Street Improvement Project, as ordered for preparation on Apri14, 2011. I will be prepared to make a presentation of this report at the May 2, 2011 City Council meeting. Upon hearing of the findings of the report, we will ask the City Council to accept the feasibility report, set a date and time for the improvement hearing, and authorize the preparation of plans and specifications. FINANCIAL IMPACT No expenditures above previously approved engineering fees are required with this adoption of the attached resolutions. A portion of theproject costswill beassessed tothe benefiting property owners. Assessments applied to the properties described in this report are subject to the requirements ofMinnesota State Statute, Chapter 429 (MS 429). This Preliminary Engineering Report isrequired by MS 429 Statute and isthe first step inthe special assessment process. A.BACKGROUND INFORMATION Street and utility improvements are proposed in two project areas as shown on Figure1. Project Area 1 is generally located south of Main Street and east of the BNSF Railroad tracks. The area is primarily residential, with some commercial properties at the north end of the project area near Main Street. B.SCOPE This report addresses the necessity for sanitary sewer improvements, storm sewer improvements, watermain improvements, and street improvements in theprojectareas described above. Included in this report is adescription of the proposed improvements along with the estimated costs for each of the proposed infrastructure elements. A.STREETS Project Area1 A majority of the existing streetswithin Project Area 1areapproximately20-footwide bituminousroadwayslocatedwithinanexisting66-foot right-of-way.The street sections abutting thecommercial businesses have widths ranging from 22feet to 34feet. The street ndstnd width of2Street east of Evans Avenue is 32feet.The right-of-way of1Street and 2 Street east of Evans Avenue is60feet in width. Evans Avenue south of 1stStreet to Railroad Drivehas no existing right-of way. The bituminouspavement within the project limits is degraded and in need of repair. There are some sections of bituminous curb within the project limits but the majority of the streets have no existing drainage improvements.The only street with concrete curb and gutter is the 1stStreet NW cul-de-sac. There is limited street lighting within the project limits. Project Area2 The streetsin the area are 36-foot wide bituminousstreets,with existing concrete curb and gutter on both sides of the west and south segments of Industrial Boulevard NW. The east leg of Industrial Boulevardalong with 192ndCourt has no curb and gutter. Triangle Road NW is a31-foot wide bituminous street with no curb and gutter. The streets in the Industrial Park are infair to poor condition. 6R13.103354 April 2011 B.STORMWATER MANAGEMENT Project Area1 The existing storm sewer system islimited within the project area. There is existing storm sewerpiping and catch basins along Main Street and at the east end of the 2ndStreet cul- de-sac. The majority of the project area has no storm sewer. Without the existence ofconcrete curb and gutter, most drainage occurs along the edge of the pavement, finding its way to catch basins where they exist or flowing overlandto the existing ditch along the rail road right-of-way.The ditch has nooutlet and functions asa dry pond infiltration basin. Project Area2 Storm sewer exists in the south and west segments ofIndustrial Boulevard. Storm sewer main sizes are 27” in the south segment and 24”in the west segment.While the existing piping is considered to be in satisfactory condition, catch basin spacing is not adequate to meet current MSAS requirements. nd The stormwater from 192Court drains west and discharges into the existing county ditch. Thedischarge point to the county ditch has very concentrated flow and riprap has been placedto prevent washouts. There is also minimal grade between theexistingcurb cut and the county ditch. C.SANITARY SEWER Project Area 1 Currently,there are 8-inch gravity sanitary sewer mainsthroughoutthe project area.The older sanitary sewermainsaregenerally vitrified clay pipe (VCP). Aged vitrified clay pipestypically have ahigher infiltration rate than gasketed PVC pipes. The newer sanitary sewer mains within the project areaare 8-inch gasketed PVC pipes.The sanitary 7R13.103354 April 2011 sewer services are 4 to 6-inch diameterpipes.The sanitary sewer mainsaregenerally8 to 12-feet deep.A number of property owners who are connected to the old VCP mains have experienced problems with their sanitary sewer service in recent years.Televising records of these VCP mains shows that while the pipe is relatively sound, many of the joints are severely misaligned and there are several locations of severe root intrusion. Both the misaligned joints and the root intrusion indicate that the pipe is subject to heavy infiltration during high ground water conditions. A 14-inch sanitary sewer force main is present alongEvans Street andRailroad Drive to the wastewater treatment plant. Project Area 2 The sanitary sewer in the Industrial Park was constructed in 1980 andextendedto additional parcelsin1987. An 18-inch trunk sewer serves the southern loop of the Industrial Park, with 8-inch mains extended through the east and west sides of the Industrial Boulevard. This existing sanitary sewer in the Industrial Park is in satisfactory condition. D.WATERMAIN Project Area1 The watermain inProject Area 1is4-inch to 12-inch ductile iron pipe (DIP) watermain The DIP watermainin this areaisin good condition and the City has not experienceda significant numberof breaks.The existingwater system is lackingmainline valves and hydrant valves which can cause large areas of the city to be shut down during repairsand maintenance.The 4-inch diameter watermain does not meet the 6-inch minimum diameter recommended by the American Water Works Association (AWWA) standards for domestic water distribution systems. 8R13.103354 April 2011 Project Area2 The watermain in Project Area2 consists of 10-inch and 12-inch watermainand isin satisfactory condition. IV.PROPOSED IMPROVEMENTS The proposed improvements includestreetreconstruction,sanitary sewerreconstruction, watermain reconstruction, and the addition of a storm sewer system.The proposed improvements are shown in Figures 6-9in the appendixand are described in detail below. A.STREET IMPROVEMENTS Project Area 1 nd Railroad Drive, 2Street from Railroad Drive to Evans Avenue, and Evans Avenue from nd 2Street to Railroad Driveare proposed as two-lane, 30 mph roadwaysconsisting of a 26-foot wide bituminous surfacewith B618 concrete curb and gutter. This width provides for two 11-foot wide traffic lanes and two feet of reaction distance to the curb.The proposedresidentialpavement section would consist of 3 1/2-inches of bituminous pavement with 8-inches of aggregate base,as shown in Figure No. 6.This pavement section will be reviewed duringthe final design when soil borings along the project length have beencompleted. nd Gates Avenue, Freeport Avenue and Evans Avenue from Main Street to 2Street are all nd proposed to be reconstructed to a 36-footwidth to allow for on-street parking.2Street, from Evans Avenue to the east cul-de-sac is proposed to have a 32-foot wide surface to match the existing width of that street section. Gates Avenue and Railroad Drive are proposedto be reconstructed with a pavement sections consisting of 5-inches of bituminous pavement with 8-inches of aggregate base. This heavier9-ton section is proposed to carry the heaviertruck traffic anticipated along 9R13.103354 April 2011 this route to access the waste water treatment plant. All streets will be reconstructed with B618 concrete curb & gutter along both sides. st Avenue is in good condition and nonewutilitiesare proposed The curb and gutteron 1 st Avenue would to be installed in this street segment. The proposed improvement on 1 consist of edge milling along the existing gutter placinga 2-inch bituminous overlay over the entire street segment. The edge milling would allow the overlay to match into the existing gutter elevation. The proposedstreet widths willclosely match the in-place street widths,which will minimize the loss of boulevardtrees.Thealignment of Railroad Avenue is proposed to be shifted to the center of the right-of-way to allow fordrainageimprovements. This shift will result in the loss of some trees along the north side of the proposed roadnear the Evans Avenue intersection. All disturbed residential boulevards will be restored with topsoil and sod.The ditch between Railroad Drive and the BNSF Railroad is proposed to be seeded. In conjunction with the proposed improvements, the Elk River Municipal Utilities (ERMU) will place and replacestreet lights throughout the project area in accordance with the standards set forth for residential reconstruction projects. This includes placement of fiberglass light poles at all existing light locations and at midblock locations where required to meet a maximum spacing of 300-feet between lights. These improvements are proposed toimprove visibility and safety. 10R13.103354 April 2011 Project Area2 Theproposed improvements in Project Area2 are shown on Figure No. 10. The west and south segments of the Industrial Boulevard NW loop will receive a 2-inchbituminous overlay. Prior to the overlay, theexistingbituminous willbe milled along the existing gutter in order to match the new overlay to the existing gutter. The east segment of the Industrial Boulevard loop, 192ndCourt and Triangle Road NW will be “reclaimed” and overlaid with 4 inches of bituminous pavement. Reclaiming of bituminous pavement is a process whereby the pavement and underlying aggregate base are milled together in-place, regraded and compacted as base material for the new pavement overlay. Concrete curb and gutter will be constructed where itdoes not exist on Industrial Boulevard NWand 192ndCourt. Curb and gutter will be constructed alongTriangle Road. The streets in Project Area2are in need of improvement. The project is necessary to provide adequate streets to serve theIndustrial Park. If the improvements describe above are not donethe roads will continue to deteriorate. B.STORMWATER MANAGEMENT Project Area1 The stormwatermanagement system proposedfor Project Area 1will include the use of the concretecurb and gutters, catch basins,manholes and 12-inchto 24-inchstorm sewer pipes.Reinforced Concrete Pipe (RCP) is proposed for all storm sewer pipes. The proposed stormwater systemimprovements are shown in Figures 6 through 9. Railroad Drivedrainage improvements will include some shaping of a drainage swale/ditch along the railroad side of the street and utilization of the existing drainage ditch in the railroad right-of-way. This would maintain the existing drainage patterns in the area and continue treating the storm water runoff by allowing it to infiltrate as it currently does. Rerouting this water to the Main Street storm sewer would increase the 11R13.103354 April 2011 flow to thedrainage area and reduce the amount of storm water treatement. A stormcepter is proposed at the intersection of Evans Avenue and Main Street to provide some water treatmentprior to thepointthe stormwater drains into theexisting system. Best Management Practices (BMP’s), as required by the Minnesota Pollution Control Agency (MPCA), will be utilized during construction to minimize erosion and sediment runoff from the construction site. These BMP’s may include silt fence, construction entrancesand storm water inlet protection. Project Area2 Because Industrial Boulevard NW is a MSAS route, storm sewer improvements must meet MSAS requirementswhere the full depth reclaim and new curb & gutterareproposed. Additional catch basins will be needed to reduce the width of the flow spread in the gutterline. Therefore,storm sewer will be extended to the north in the east segmentof the Industrial Boulevard loop. The west segment of Industrial Boulevard is receiving an overlay, which in accordance with MSAS standards is considered maintenance and therefore not subject to the hydraulic requirements of a reconstructed segment. nd Storm sewer is proposed to collect the water from the west end of 192Court and convey it to the existing storm system that discharges to the south west of the improvement area. This will eliminate the need for the riprapped spillway as well as reducethe risk for erosion. C.SANITARY SEWER Project Area1 AllVCP sanitary sewerpipe within the project limitswill be removed and replaced with 8-inch gasketed PVC pipeand new sanitarysewermanholes.Theexisting sanitary sewer services will be replaced to the right-of-way with 4 or 6-inchgasketed PVC pipe. The 12R13.103354 April 2011 new sanitary sewer main will be lowered as much as feasibleto improve flow.Sanitary sewer improvements are shown on Figures 6 through 9. Project Area2 No improvements to the sanitary sewer collection system are proposed. D.WATERMAIN Project Area1 The existing watermain is in adequate conditionand is expected to last for the life expectancy of the proposed street improvements. However, the 4-inch watermainsdo not meet the AWWA standards for domestic water distribution. The Elk River Municipal Utilities (ERMU) is considering replacing all 4-inch watermain with 8-inchwatermain. This wouldmeet current standards and improve flow, pressure, and fire protectionto the businesses and residents within the project area as well as the wastewater treatement plant. The 4 inch watermains exist under2ndStreet west of Evans Avenue,Evans Avenue south of 2ndStreet, and Railroad Drive East of Evans Avenue.In these areas it is also proposed to replace the existing water services to the right-of-way with 1-inch diameter copper pipe and placeacurb stopat the right-of-way. The proposed improvements to the remainderof the system consist of installing mainline valves and hydrant isolation valves where needed.This reduces the number of residents that would be without water during a repair. The existing system has only one or two valves in each intersection. An isolation valveon all hydrantsisrecommended in order to eliminate the need to shut down services while doing regular maintenance on the existing hydrants. Final locations for all required valves will be established during the final design at the direction of ERMU to best serve their needs. Project Area2 No watermain improvements are proposed in the Industrial Park. 13R13.103354 April 2011 V.RIGHT-OF-WAYACQUISITION Project Area1 Evans Avenue from 1stStreet to Railroad Drive has no platted Right-of-Way. The City has been maintaining this segment of roadway for over six years.In accordance with Minnesota State Statute, the City has the right-of-way within the use area.It is recommended that the City review this issue with the City Attorney.Approximately 0.5 acres of land may need to be acquired to construct this segment of roadway. The City of Elk River is currently in discussions withthe two property owners involved to find the best solution to this land acquisition need. The proposed improvements through this area shall follow the existing alignment.The need for permanent easements for existing utilities through the cemetery property may be needed. The need for temporary construction easements will be evaluated during the final design process. Project Area2 No additional right-of-way is required. VI.APPROVALS/PERMITS Approvals and permits are required from various publicagencies for the construction of this project. The Elk River Municipal Utilities (ERMU) would fund all water distribution system costs.Special assessments in Project Area1 are estimated to be leviedat$7,000 per unit basis. A total of 55 units are proposed to be assessed. For the purposes of this report, it isassumed that approximately 50-percent of the MSAS storm sewer system shall be funded. Special assessments are proposed for all costs not funded through the MSAS program in Project Area 2.The assessments are proposed to be appliedin two different ways to balance the assessment with the benefit each parcel receives. It is proposed that 50-percent of the assessable amount would be applied at a per unit basis. The approximate cost per unit using this method is $5,082/unit. The other 50-percentof the assessable amount would be assessed by the lineal foot of frontage each parcel has along the improvement. The approximate cost per lineal foot of frontage using this method is $11.68/foot. This would balance the parcels that have large frontages but smaller overall acreage with parcels that have minimal frontages but large overall acreage.
