BACKGROUND/DISCUSSION
Council requested discussion regarding a code of civility for posting in Council Chambers.
Also attached:
1. City Council Meeting Procedures: this brochure is on the agenda table for anyone to take. It
addresses guidelines for addressing the Council and general hearing procedures.
2. Copy of city webpage which addresses how to communicate with Council and a link to the City
Council Meeting Procedures.
Council may wish to keep the posting short. It can then be printed in a larger format and make for quick
and easy reading.

^ All electronic devices are to be turned off or silenced.
^ Disruptive behavior is prohibited. Don't interrupt others who have the floor.
^ Refrain from side discussions.
^ Be respectful of .others.
^ Wait to be recognized by the Council.
^ Speak at the podium so everyone can hear you.
^ Come prepared and speak to the issue. Be brief and to the point.
^ Address your comments to the board as a whole.
Our goal is to foster an environment which encourages a fair discussion and exchange
of ideas without fear of personal attacks.
Any member of the public whose behavior is disruptive is subject to removal from
the meeting by an officer.
Voting
Three members of the Council must be present to transact official
business. Most resolutions and motions of the Council are adopted
by a majority vote of those Councilmembers present. Some actions
require more votes, such as an ordinance related to zoning regulations,
which requires a 4/5 vote of the entire Council. The publication
of an ordinance in the official City newspaper is required before it
actually takes effect.
Only members of the City Council may vote on decisions before them.
The Council takes the comments by citizens, staff, and Commission
discussion along with recommendations and the interests of the general
public into account when making decisions.
Meeting Dates
Regular City Council meetings are held at 6:30 p.m. on the first and third
Mondays of each month in the Council Chambers at City Hall, 13065
Orono Parkway. (Occasionally meeting dates are changed to avoid conflicts
with holidays or other events. Please call ahead for information on
specific meeting dates).
Worksessions are held at 6:30 p.m. on the second Monday of each month in
the Uppertown Conference Room at City Hall. The public is also welcome
to attend these informal meetings.
Minutes
Official minutes of Council meetings are prepared and kept by the City
Clerk and are reviewed and approved by the City Council (usually at the
next regular meeting). Copies of approved minutes are available at the
City Clerk's office or on the website.

NON AGENDA ITEMS
Individuals wishing to appear at meetings of
the City Council relative to items not included
on an agenda or in the application process
should contact staff prior to the meeting to
see if questions can be addressed. Citizens are
welcome to address the Council under the
section of the agenda entitled Open Mike. No
Council action on a request under Open Mike
should be expected at this meeting, since the
Council would want to study all proposals or
requests that are not of a routine nature.
THE CONSENT AGENDA
Elk River City Council uses a CONSENT
AGENDA procedure for routine, non-
controversial items needing little or no
deliberation. Those items are identified on the
agenda and are approved as a block with one
vote unless a Councihnember or city staff
requests that an item be considered separately.

Guidelines for Addressing the Council
The REGULAR AGENDA consists of items requiring individual
consideration by the Council; for example, discussion of individual
development issues that have a significant number of community or
neighborhood concerns.
PUBLIC HEARINGSIPUBLICOOMMENT
Items on the agenda identified as PUBLIC HEARINGS are formal
proceedings that give citizens an opportunity to express their concerns
on a specific issue. Bylaw, the Council is required to hold public
hearings on the annual budget, public improvement projects, and
levying of special assessments. Although development review items are
not required to have a formal public hearing, the Council affords the
public the opportunity to speak on these issues.
The Council usually tries to complete action on each issue the night it is
placed on the agenda. However, depending on the situation, the hearing
or discussion may be continued to later in the meeting or to a future
meeting date in case more information maybe needed.
WORKSESSION MEETINGS
The City Council has a worksession meeting on the second Monday of
each month. Items included on the worksession Agenda are intended
to focus on broad policy issues, allow for discussion on more
complicated projects or issues, or to provide staff with direction on
projects.
Occasionally worksession meetings may be included on the agenda of a
regular meeting.
Persons attending a City Council meeting may address
the Council during the Open Mike time specified on the
agenda.
Presentations concerning agenda items will be
heard only upon approval of the Mayor.
An individual wishing to address the Council should
approach the podium; wait to be acknowledged by
the Mayor to speak, and clearly state his/her name
and address before making general remarks.
All remarks should be directed to the City Council. The
Council may wish to refer any questions to the proper staff.
Large groups are encouraged to express their
views through a single spokesperson rather than
individually.
Comment cards may be used for items when extensive
public participation is anticipated. If a person does not
want to speak, a written statement can be submitted
on a comment card.
To maintain order, applause or other unnecessary
disturbances are discouraged.
Petitions should be presented to the City Clerk.

• If you are opposing a proposal, consider offering an alternative solution.
Business & Housing Assistance Rather than repeating the statements that other people have made, point out something
different or simply state you agree with the previous speakers' major points.
Permits & Licensing • Be respectful of the people who do not share your viewpoint.
Understand that not everyone will be in agreement on a controversial issue. Be prepared to
seek solutions that offer the greatest community good.
