SUBJECT: Ice Arena Update
Ice Arena Commission has recently been working on two projects, setting the 2011-2012 ice
rates and the ice arena improvement project. Staff will be present at the Council meeting to
provide an update on these items to the Council and to answer questions that have been
raised. Please refer to the attached memo from Ice Arena Manager Rich Czech for more
detail on both ice rates and the improvement project.
Ice Arena Improvement Project
On February 14, 2011, the Ice Arena Commission asked and the City Council approved
engaging an architect to do preliminary conceptual designs for improvements at the Ice
Arena. Rich Czech has been working with several members of the Commission and other
affected participant representatives to assist Group 292 in developing the design. The
Commission meets on May 4 to develop a recommendation to present to the Council. The
attached memo from Rich Czech provides an update on the progress including several
project designs.
A lobby remodeling and expansion project is included in the 2014 Capital Improvement Plan
at an estimated cost of $2.5 million. As you can see from the attached information, the
estimated costs developed by 292 Group ranges from just under five million dollars to
almost 8.3 million dollars. As the Council discussed in February, if this project is to proceed
the near future, alternative funds such as contributions from youth hockey and the school
district will need to be part of the financing package. When the Ice Arena Commission
comes back to the Council with a design recommendation, an implementation plan, timeline,
and financing options will need to be discussed in more detail.
Ice Rental Rates
Councilmember Westgaard recently requested more information about the process for
setting ice rates. The Ice Arena Commission has always set rates with the understanding that
the City Council has the final authority to change the Commission's recommended rates.
Typically, both staff and the Commission have been in agreement on rates. Therefore, ice
rates have been presented as part of the budget presentation; ice rates have not been a
separate action item for the Council. The Council has never changed the rates
recommended by the Commission. Mr. Czech's memo goes into detail on the 2011-2012 ice
rates and the Commission's recommendation. Unless directed otherwise by the Council,
the rates approved by the Commission are the rates that are used.

SUBJECT: Update on Arena Renovation /Ice Rates and Usage
Earlier this spring the City Council approved hiring an architect to design conceptual
drawings for the renovation of the Arena. Several interested parties, (Youth Hockey, Figure
Skating Club, High School Representatives, Arena Commissioners) have met with the
Architect and staff to develop a list of wants and needs of each group. The results are the
attached six conceptual designs from the Architect. Three of the designs are major
renovations, while two of them are moderate. The idea of the designs is to outline areas of
the interested groups and to place them where it would fit the operations of the Arena. As
noted, all the designs axe still in the conceptual stage so areas can be changed, deleted, or
moved.
A special Arena Commission meeting has been scheduled at City Hall on May 4, 2011 at
S:OOpm. At that time, the Commissioners will make a decision on what designs they will
recommend to the City Council, the idea is to have the Arena Commission decide on two
options, one renovation and one expansion. The Architect will be in attendance to answer
any further questions that the Commissioners may have. Once a consensus is reached by
the Arena Commission, the recommended designs will be brought back to the City Council
for further discussion.
Over the last fourteen years ice rates have been set by the Arena Commission at the April
meeting. To determine ice rates there are few items that are considered, the contribution
from the City's general account back into Arena Budget in order to balance the Arenas
budget, future capital improvement items, and surrounding Arena's (competitors) rates that
we have to compete against. Attached for your review are the current rates that were set by
the Arena Commission this past April. Along with these rates I have attached rates of
comparable Arenas in our area and a survey by M.I.A.M.A. (Minnesota Ice Arena Managers
Association) that indicates rates of other Arenas around the state. As you can see, our ice
rates are on average with other Arenas in surrounding communities.

There has been a question of how many ice hours are available during a given day and how
many hours that the Arena is actually using. If you consider hours from 8:OOam to 10:OOpm
during the week usable hours there are about 12 hours in each day that could be used, this is
considering in resurfacing time (15 minutes between hours). However, since the majority of
our users are students, most of the hours that are being used are during the evening. We do
have some open skating, open hockey, contract ice, and skating lessons during the day but
for practical purposes the demand for evening ice is greater.
I have attached information regarding practical hours available and the actual hours getting
used. During the regular season and in the spring (September -May) practical hours are
considered hours that are available when school is in session during the week, typically from
2:50 pm -10:00 pm and weekend hours, Saturdays and Sundays from 6:00 am -10:00 pm.
Hours will vary depending on holidays, days off from school, and whether coaches and
players axe available to use the hours. For example, from September until the start of the
girl's high school season in November, the 2:50 pm hour during the week does not get used
very much because neither Youth Hockey or the Figure Skating Club have coaches that can
make it in that early, and the younger players are still in school. 'This holds true for holidays
as well, the players may be available but coaches are at work making an hour that looks
appealing hard to use. We do fill in some of these times with open skating, open hockey,
some skating classes, and contract ice; however, on some holidays the amount of hours
available is outweighed by the number of users available.
During the Spring, weekend hours are less desirable and farther into summer Qune and July)
weekend and weekday evening hours become less desirable as well. This is primarily due to
people taking a break from their winter sport, taking vacations, or children moving on to
their summer sport. In the Summer Qune and July) the high school coaches can have
contact with their players (this is directed by the Minnesota State High School league) so
during the day the high school coaches run their camps Monday -Thursday. These hours
are popular with parents because it's easier to get their players here and it doesn't interfere
with evening activities. Since coaches cannot coach their players in August, the day time
hours sold becomes less. However, during this same time, the evening hours become more
popular because players that took the summer off are starting to get ready for the season.
For the report I have considered Summer practical hours Qune -August) from 8:00 am -
9:00 pm Mondays -Thursday, Fridays 8:00 am - 3:00 pm, and Sundays from 3:00 pm -
10:00 pm
Other Arena managers have also noted a loss of participants in their skating classes. We
have found that a lot of bigger camps axe being replaced with smaller clinics that are run by
local coaches ox parents. One of these camps is the Foundation Hockey School. Cuter the
last two years this group of parents and coaches have rented about 100 hours of ice each
year. The camp coordinator manages the administrative side of the camp while Youth
Hockey coaches take turns coordinating and running the on ice practices. The result is a
well-run camp that keeps costs down for the parents while providing excellent coaching and
a great experience for the players. Camps like these have helped to close the gap between
the hours that once were used by big groups and were recently not being used.
