RE: TH 10/Proctor Avenue Intersection Improvements
Dear Council Members:
The construction plans and specifications for the improvements to the TH 10/Proctor Avenue
intersection are complete. As you are aware, they involve the widening of Proctor Avenue, one
block south of TH 10 on the west side, and the relocation of the median noses and signal
system in the middle of the intersection to facilitate opposite left turn movements. There will be
no actual reconstruction north of TH 10 on Proctor, although this area will be restriped so that
the left southbound lane will be for left turns only. Attached for the City Council's consideration
is a resolution approving the plans and authorizing the advertisement for bids. We have set a
bid date of August 28th. This is the same bid date as the Simonet Drive left turn improvement.
Both of these projects would then be brought back to the Council at the first meeting in
September.
There are ono cooperative agreements needed from MnDOT for the TH 10/Proctor Avenue
Improvements. A construction permit from MnDOT is all that is required. The process to apply
for this has already been initiated. We are also sending a set of plans and specifications to
Dave Schwarting, Sherburne County, indicating that we expect the County to fund half of the
improvements since they have one leg and the City has the other. The anticipated construction
cost is approximately $60,000.00.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS
IN THE MATTER OF THE TH 10/PROCTOR AVENUE INTERSECTION
IMPROVEMENT OF 1997
WHEREAS
pursuant to City Council direction, the Project Engineer has prepared plans and
specifications for the TH 10/Proctor Avenue Intersection improvement, which plans
and specifications have been reviewed by the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
Such plans and specifications, a copy of which is attached hereto and incorporated herein
by this reference, are hereby approved.
The City Administrator shall prepare and obtain the publication of an advertisement for bids
for the making of the improvement pursuant to the attached plans and specifications. The
advertisement shall be published once each week for 10 consecutive days, shall specify the
work to be done, and shall state that the bids will be received by the City Administrator until
10:00 a.m. on Thursday, August 28, 1997, at which time the bids will be publicly opened
in the Council chambers of the City Hall by the City Administrator and the Project Engineer
and will then be tabulated for consideration by the City Council at a meeting thereof at 6:00
p.m. o'clock on Tuesday, September 2, 1997, in the City Council chambers at City Hall. No
bids will be considered unless sealed and filed with the City Administrator and accompanied
by a cash deposit, cashier's check, bid bond, or certified check payable to the City
Administrator in the amount of 5% of the amount of such bid.
