SUBJECT: Premises Permit Renewal Request by
VFW
The Elk River-Rogers VFW have requested to renew two premises
permits to conduct charitable gambling at the Sunshine Depot and
the Eagles Club. The 1996 and 1997 charts below represent the
combined charitable gambling expenditures that were spent in the
trade area for both the Sunshine Depot and the Eagles Club.
The City's ordinance states that 75% of the lawful purpose
expenditures must be spent in the City's trade area. The trade area
for Elk River consists of the following cities: Elk River, Ramsey,
Otsego, Rogers and Zimmerman. The two charts below indicate that
in 1996 95% of the expenditures were spent in the trade area and in
1997 97% was spent in the trade area.

The Gambling Control Board requires that the City Council adopt a
resolution approving the request for a premises permit.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING PREMISES PERMIT RENEWAL FOR THE
ELK RIVER-ROGERS VFW POST #5518
WHEREAS,
the Elk River-Rogers VFW Post #5518 have made application to the
State Control Gambling control Board for a Premises Permit Renewal;
and
WHEREAS, the Premises Permit will allow charitable gambling on the premises of
the Eagles Aerie #3264 located at 824 Railroad Drive; and
WHEREAS,
the Elk River-Rogers VFW Post #5518 has met the City's requirement
of spending 75% of its lawful expenditures within the City's trade
area during the past two years.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota that a Premises Permit for the Elk River-Rogers
VFW Post #5518 be granted to allow charitable gambling operations
at the Eagles Aerie #3264; 824 Railroad Drive.
Passed and adopted by the City Council of the City of Elk River this 18th day of
August, 1997.
