ACTION REQUESTED
The attached resolution formally approves the intent of the city to enter a contract with the Minnesota
Pollution Control Agency (MPCA) for the grant associated with the Beneficial Reuse of Wastewater
Effluent project and authorization for the city engineer to execute attached agreement on behalf of the
City of Elk River.
BACKGROUND/DISCUSSION
The agreement with the MPCA was approved at the May 2, 2011 meeting. The MPCA requests the
attached resolution be adopted and attached to the contract agreement that has already been approved.
FINANCIAL IMPACT
No expenditures above what have been previously approved are required with this approval.

CITY OF ELK RIVER
RESOLUTION AUTHORIZING THE CITY OF ELK RIVER TO ENTER
INTO A CONTRACT WITH THE MINNESOTA POLLUTION CONTROL
AGENCY FOR THE GRANT ASSOCIATED WITH THE BENEFICIAL
REUSE OF WASTEWATER EFFLUENT PROJECT
WHEREAS, the Ciry of Elk River has applied for a grant from the Minnesota
Pollution Control Agency (MPCA) under the Grant to Plan, Design, and Construct
Wastewater Facilities Improvements for the Beneficial Use of Wastewater Request for
Proposal; and
WHEREAS, the Ciry of Elk River is committed to implementing the proposed
Project as described in the final Grant Application; and,
WHEREAS, the MPCA requires that the Ciry of Elk River enter into a Grant
Contract with MPCA that identifies the Terms and Conditions of the funding award.
NOW, THEREFORE, BE IT RESOLVED that the Ciry Council of the Ciry of
Elk River hereby agrees to enter into a Grant Contract and sign a Grant Contract with the
MPCA to carry out the Project specified therein and to comply with all of the Terms,
Conditions, and Budget of the Grant Contract and authorizes and directs the city engineer to
sign the Grant Contract on its behalf.
Passed and adopted by the Ciry Council of the City of Elk River this 9`" day of May, 2011.
