Dear Terry:
We have reviewed information on the fatal crash that happened recently at the intersection of
Trunk Highway 10 and Upland Avenue in the city of Elk River. The information gathered to
date, indicates that the crash was due to driver error and not excess speed.
The department recently completed a review of the speed limits on Trunk Highway 10 due to
recent legislation which increased speeds to 65 miles per hour on 4-lane divided highways. As a
result of this review we recommended that a 55 mile per hour buffer zone remain in place along
Trunk Highway 10 between Joplin and Upland Avenue. We feel that currently this is the proper
speed zone for this stretch of highway.
I have discussed with Sherbume County their detour and possible revisions to the existing
signing on Trunk Highway 10. As a result of these discussions we relocated the 55 mile per hour
zone from the east side of Upland Avenue to the west side of the Avenue thereby covering the
intersection with a 45 mile per hour zone.
We will continue to monitor the development along this stretch of highway for possible revision
to the existing speed zones. If you have any other questions please call me.
