ACTION REQUESTED
Approval of a transient merchant license to 'Theresa Lensing DBA Sweet T-s Smoothie and Coffee Hut
LLC to sell covered beverages (brewed coffee, espresso, and smoothies) at the Elk River Northstax Rail
Station, 17150 Twin Lakes Road, Fridays from 5 a.m. - 9 a.m., subject to the following conditions:
1. The merchandise displayed shall not occupy more than 100 square feet [Section 38-414 (6)].
2. Applicant must remain on the asphalt surface and no product can be displayed in the grassy
areas.
3. No electrical services shall be across any drive or walking surface.
4. The area shall be maintained free of debris and kept in an orderly condition.
5. No overnight storage of equipment or merchandise.
BACKGROUND/DISCUSSION
Theresa Lensing has applied for a transient merchant license to sell covered beverages such as brewed
coffee, espresso, and smoothies from the Elk River Northstax Rail Station. Ms. Lensing has received
written permission in the form of a contract from the Metropolitan Council, paid all applicable fees, and
successfully passed a police department background check. Transient merchant licenses are valid until
December 31, 2011.
