TH 10/PROCTOR AVENUE INTERSECTION IMPROVEMENT
CONSTRUCTION BID
Dear Council Members:
We have tabulated the bid received on August 28, 1997, for the intersection improvement at TH
10 and Proctor Avenue. There was only one bid received, from Thomas and Sons, in the
amount of $106,987.25. This bid is slightly higher than the engineer's estimate. Since there
was only one bid received we had a meeting with Steve Thomas, of Thomas and Sons, to
review his bid prices.
This job can best be described as piece meal with not a substantial amount of work, but in
various locations and relatively small quantities. In reviewing Thomas and Sons bid prica~s, we
find that some maybe slightly inflated, but within the reasonable range for the type of won,:. One
option that the City Council could consider would be to reject the bid from Thomas and Sons
and. add this project to the Upland/TH 10 improvements scheduled for the Spdng 1998. It is
unlikely that the bid price for Proctor/TH 10 intersection would be substantially lower in the
Spring, but it's likely that it would be more competitive for a larger project let in the Spdn~ of the
year.
Once again, if the Council desires to award this project to Thomas and Sons, we would
recommend them as a contractor who can complete this type of project. We would also .,~uggest
that their bid price being the only one received, is slightly inflated but within the relative range for
this type of project. Attached, for the City Council's consideration, is a resolution which would
accept the bid and authorize execution of the contract with Thomas and Sons.
If you have. any questions regarding this I will be in attendance at Monday evening's City
Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
TH 10/PROCTOR AVENUE INTERSECTION IMPROVEMENT OF 1997
WHEREAS
WHEREAS
pursuant to Resolution 97-76, competitive bids were solicited and received for
the TH 10/Proctor Avenue Intersection improvement as set forth in 'l:he bid
tabulation attached hereto and incorporated herein by this reference; and
the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that Thomas and Sons, Inc. is the lowest responsible
bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with Thomas and Sons, Inc. as is approved by the City Attorney
for the completion of the TH 10/Proctor Avenue Intersection improvement acco~'ding to
the approved plans and specifications designated in Resolution 97-76.
The City Administrator is authorized and directed to forthwith return to all bidcJers the
deposits made with their bids upon execution of the contract above specified.
