TO: FROM: DATE: SUBJECT: Mayor & City Council Lori Johnson for the Personnel Committee: Phil Hals, Sandy Thackeray, Tom Zerwas and Lori Johnson September 8, 1997 Personnel Committee Recommendations The Personnel Committee met recently to review and discuss several personnel issues including positions in the public works, ice arena, police reserves, and building inspection departments. Some of these items have already come before the Council and the action requested at Monday's meeting is simply to formalize previous Council actions. The other items requiring Council action are mainly reclassifications of employees to correctly reflect their duties and responsibilities. This memo will briefly outline the items for which the Personnel Committee is requesting Council consideration and approval. If you have additional questions, feel free to contact any one of the Committee members. Building/Housing Inspector- The Council recently authorized hiring a Building/Housing Inspector to replace the vacancy in the Housing Inspector position. The Building/Housing Inspector will be responsible for the housing inspection and licensing program as well as performing building inspections. The Council is requested to formally approve the attached job description creating a Building/Housing Inspector position at 78 points, Pay Grade 13 (the same point ranking and pay grade as a building inspector) and eliminate the Housing Inspector position (this position was at pay grade 12). Police Reserves - During the police reserve budget discussion it was noted that the city currently has fewer reserves than in the past. Although pay is not a major issue in attracting and retaining reserves as they are paid for only two functions, the Fourth of July and the County Fair, it was felt that an increase in pay was warranted and may be an incentive to some reserves. 13065 Orono Parkway · P.O. The Committee is recommending that the rate of pay for Police Reserves be increased from $8 per hour to $10 per hour effective January 1, 1998. Street/Park Employees - At the August budget work session, the Council adopted a motion creating a Park Forman position. Attached is a copy of the job description for this position for Council approval. The Committee is recommending that this position be ranked at 68 points, pay grade 10. Phil Hals is recommending that Terry Bye be promoted to this position effective January 1, 1998, starting at Step K. The Committee also suggested that this position be reviewed after one year and the point ranking be adjusted if necessary. + Several years ago a Laborer position was created in the street department with the intent that these employees not be required to snow plow and operate other light or heavy equipment. Increased street mileage and new and ongoing park projects have required the two Laborers to function more as Maintenance I employees rather than Laborers. It seems appropriate, since there are not enough Maintenance I and II employees to do Maintenance I and II duties, that the Laborers be reclassified as Maintenance I employees. The Personnel Committee is recommending that the two Laborers, Joe Pipenhagen and Chris Holzem, be reclassified as Maintenance I employees and move to Pay Grade 7, Step E effective September 1, 1997. This represents a per hour increase of $1.56 for Joe and $2.11 for Chris. The Committee recommends that the Laborer position be retained for use in the future. Also reviewed was the part time position held by Jerry Mackedanz who has been working for the street department since March, 1994. Although Jerry performs Maintenance II duties, he has never been formally classified as a Maintenance II employee and, as a result, has not had a pay increase. The Personnel Committee is recommending that Jerry Mackedanz be classified as a part time Maintenance II employee with a pay increase effective January 1, 1998, to Step D of Pay Grade 8, an increase of approximately $1.25 per hour. Ice Arena Positions - In June the Council took action on the Ice Arena Manger position. At that time I indicated that the Committee would request Council action on the other arena positions in the near future. The positions to be reviewed include the Ice Arena Maintenance Supervisor, Ice Arena Worker One, Ice Arena Worker Two, Ice Arena Worker Three, and cashier. A job description for each of these positions is attached. All of the positions are part time with the exception of the Ice Arena Maintenance Supervisor. Case Hayward currently fills this position as a part time employee; however, he has been working 40 hours per week during the ice season and almost 40 hours during thq off season. Both Rich Czech, ice arena manager, and the Personnel Committee are recommending that this position be made full time effective September 1, 1997, as this is the start of the 1997-1998 ice season. The Committee further recommends that the position have a point ranking of 58 points, Pay Grade 7. The committee also recommends that Case receive an increase from $8.00 per hour to $10.05 per hour, Step C, effective September 1, 1997. Each of the other positions are part time seasonal with hours that vary considerably. Since the pay for these positions does not currently fall with in the parameters of the city's pay plan, the Committee is recommending that the pay be set for the 1997-1998 season as requested by the Ice Arena Manager. When the 1998 pay plan is presented to the Council for approval, adjustments will be made to accommodate the part time arena positions. At that time point rankings will also be determined. Pay for the season is recommended as follows: Ice Arena Worker One Ice Arena Worker Two Ice 9,rena Worker Three Cashier $7.50 per hour 6.50 per hour 6.00 per hour 6.50 per hour Attached is for reference is information from Rich regarding the projected hours for each of the above positions. Conducts multi family housing inspections and licensing to ensure building, fire, and housing maintenance code compliance. Conducts residential building and site inspections and reviews plan to ensure building code compliance. Essential Functions 1. Administer housing licensing program and enforcement activities. A. Implement and enforce housing inspection codes including the Bo Housing Maintenance Code, Uniform Building Code, Uniform Fire Code, and Rental Housing Licenses and Regulations. Contact rental property owners to schedule inspections. Assure rental licenses are current. Assure that units are incompliance with all applicable codes. ° Perform permit and plan reviews. A. Review permits, plans, and materials to ensure that work is done per permit application and to ensure that construction plans meet structural and non-structural building code requirements. B. Review plans to ensure that they meet zoning codes, fire codes, health codes, plumbing and heating codes, and other applicable codes. o Conduct inspections. A. Conduct building inspections, including footing and foundation inspections, rough and final construction inspections, sign installations, and fence installations. B. Conduct heating and air conditioning inspections. C. Inspect rough and final plumbing. D. Perform other miscellaneous inspections such as swimming pool, various business, and complaint-originated. Maintains receipts of ticket sales, skate sharpening, and any other arena to assure an accurate accounting of cash received. Supervise other personnel to maintain arena effectiveness. Carries out and enforces arena policies and practices of the arena. Insures that safety and security measures are enforced. Provides maintenance functions of the ice arena and equipment. A. Assists in maintaining ice sheet in optimum condition when the arena is open to the public. B. Carries out maintenance activities and preventive maintenance programs on arena machinery and equipment. C. Responsible for the general maintenance of the ice arena and grounds to assure a clean and safe facility. D. Insures necessary repairs are made promptly. E.
