Request
The Commission is asked to consider park dedication fox a 720 unit residential subdivision
on approximately 220 acres of property.
Analysis
The applicant has submitted a "coved" plat, which includes both single family and
townhome style units, fox the City's consideration. This proposal will be considered under
the Planned Unit Development option within the City's zoning standards.
The developer proposes two park facilities totaling 8.4 acres. One facility is located in the
central part of the site and includes one of the site's detention ponds. The second park
facility is located along the south property line adjacent to a vacant developable site. The
proposal as submitted is consistent with the direction the developer received from the
Commission during the March and April Pazk and Recreation Commission meetings.
Staff, however, is not supportive of the coning principle as illustrated by the applicant's
proposal and has pxepazed a draft concept for development utilizing single family detached
and attached townhome style units. The staff draft concept utilizes a traditional grid system
and includes the use of alleys. In the staff concept approximately 9 acres of park has been
identified along the west edge of the site. This is the only wooded area on the development
parcel. The park is proposed to be edged by a street connection to Sunset Ridge, the

adjacent residential development to the west. A second 2.5 acre park is proposed along the
east edge of the site with homes overlooking the pazk. A third park area of approximately 5
acres is located in the southerly portion of the plat adjacent to the vacant developable site to
the south. Staff's proposal totals approximately 680 units utilizing both single family and
attached style units. The staff proposal also avoids many of the wetlands on site and
relocates the ponds out of the park area and into areas outside of proposed parkland. The
draft concept proposal requests approximately 16.5 acres of park land and utilizes green
pedestrian connections to provide mid-block green "connections" for pedestrian access to
various areas of the development.
It is suggested, regardless of the subdivision layout, that a combination of both land and cash
dedication will be utilized fox this plat.
Recommendation
Staff requests direction from the Park and Recreation Commission regarding the proposed
subdivision layout and location of park sites within the plat.
