SUBJECT: Approve Park Development Standard Operating Procedures

As discussed at the April meeting, staff has amended the park development standard
operating procedures to include the suggested changes by the Commission.
Staff requests that these operating procedures be adopted by the Commission and that they
be included in the park master plan.

Park Development Standard Operating Procedures
1. Identification of park location and purpose during the subdivision review
process. Discussion should include uses (passive ox active), amenities, and other
improvements.
2. Identification of a park name.
3. Park boundary surveyed and markers installed (fox new parks this is the
responsibility of the developer, but in older parks, this is a task fox the City to
complete).
4. Site inspection by staff and members of the park construction subcommittee.
The inspection would identify vistas, natural plant and animal areas, areas fox
development, and safety issues. A xecommendadon to correct safety issues and
the method to achieve them would be forwarded to the full Commission, if the
safety issue posed an immediate danger to the public or staff. Once reviewed by
the Commission, safety issues would be immediately resolved by park
maintenance staff ox a contractor if needed.
5. Discussion by the full Commission utilizing the observations of staff and the
subcommittee in order to identify how the park will be used, the components of
the park, and other issues. Preliminary development of concept plans to be
xefined by staff. The objectives of the Paxk Master Plan will be considered in the
final concept plan.
6. Review of xefined concept plans.
7. Neighborhood meeting fox input.
8. Final plan developed and approved.
9. Development of priority list of tasks to accomplish the park development, a
budget, and a priority fox completion within the larger CIP budget.
