PRSR 07 14 2004Item # 9.6.1. ver MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPhersoiY, Director of Planning DATE: July 14, 2004 SUBJECT: Consider Park Dedication - P 04-09 River Park Preliminary Plat Request The Commission is asked to consider park dedication for the preliminary plat of River Park, a 704 unit mixed residential development. Attachments • Location Map • Revised Site Plan • Existing Conditions Treed Area Prior to the July 14"' meeting, the Commission will have walked the Miske site to examine the treed area and the existing conditions relative to park dedication requirements. Revised Site Plan The applicant has submitted a further revision of the proposed plan, eliminating much of the cooing concept and providing a development that is close to a grid but still has some curvilinear streets. The applicant is still proposing two park area; one in the north central portion of the site (four acres) and the second (five acres), along the southern boundary adjacent to the Foster development. The applicant has indicated a willingness to dedicate a portion of the treed area fox park purposes without requesting dedication credit. The treed area has been identified on the attached site plan. There is also a pedestrian crossing along the south boundary of the plat to Outlot K. In conversation with the applicant, there has been the discussion of developex- constructed public trails around the large wetland complex located in the southwest portion of the site. River Pazk July 14, 2004 Page 2 Given the lack of details on the site plan submitted by the applicant (revised grading and utility plans to be submitted July 9"'), it is difficult to note if there are any mid-block pedestrian connections. The applicant has indicated that there will be sidewalks on all sides of the public streets as proposed. If additional information is obtained prior to the July 14`s meeting, staff will provide it to the Commission at that time. The proposed park dedication in land is nine acres, or 39 percent of the total eligible amount. The remainder ($1,068,672.00) would be collected in cash. Recommendation Staff requests that the Commission make any changes to the previous direction regarding park dedication.
