Green Company Residents present: See attached sign-up sheet On August 28, 1997, an informal public informational meeting was held at the Elk River City Hall to discuss the above-referenced project. The purpose of this meeting was to provide information to the public with regards to the proposed improvements at the intersection of Upland Avenue and TH 10. Terry Maurer introduced the project and discussed the following items: The project is a Mn/DOT programmed project with funds being programmed in FY '98 (July 1, 1997 - June 30, 1998). The City of Elk River has agreed to take the lead on this project due to manpower shortage at Mn/DOT. The City of Elk River will be completing the design of the project based on Mn/DOT direction. The project design will be reviewed and approved by Mn/DOT. The project is at the preliminary design stage with the following actions required: Complete Geometric Layout and submit to Mn/DOT for review and approval. The geometric layout provides the basis for designing the project. Complete Project Memorandum and submit to Mn/DOT for review and approval. Complete Signal Justification Report (S JR) and submit to Mn/DOT for review and approval Complete Soils Letter and submit to Mn/DOT for review and approval Prepare plans and specifications and submit to Mn/DOT for review and approval. 1326 Energy Park Drive · St. Paul, MN 55108 · 612/644-4389 fax 612/644-9446 toll free 800/888-2923 Many of the above-actions will be completed concurrently. It is anticipated that the project will be let in February or March of 1998 with a Spring 1998 construction start date. The proposed improvements were outlined as follows: Remove frontage road from Cretex Plant entrance to Upland Avenue. Eliminate frontage road access to Upland Avenue from west and construct cul-de-sac. Install signal system at TH 10 and Upland Avenue intersection. Widen Upland Avenue north and south of TH 10 to provide for opposing left turn lanes. Close north Xenia Avenue access to TH 10 and left turn lane from TH 10. The proposed signal system will be funded 50% by Mn/DOT, 25% by Sherbume County, and 25% by the City of Elk River per Mn/DOT policy. Resident Issues: Several issues were raised by residents of the Upland Avenue area. A brief summary of the issues is as follows: How are signal projects prioritized and why has a signal not been installed at the TH 10/Upland Avenue intersection prior to other signal systems that have been installed in Elk River (Joplin/TH 10, 197th/TH 169). VVhy was project not started when funding was initially programmed for the project. VVhat is history of accidents at Xenia Avenue. Upland Avenue is presently not wide enough to accommodate traffic volumes. Residents are concerned about local traffic from 8th Street entering Upland Avenue during peak traffic times. The issue of why Xenia Avenue is being closed was raised and why the intersection could not be reconfigured to a fight-in/right-out only. Some residents questioned the closing of the frontage roads, others expressed that the frontage roads were dangerous and were in favor of closing. The issue of whether or not there is an existing westbound dght turn lane from TH 10 to Upland Avenue was raised, and that if there is not one, traffic must make right turn movements from TH 10 westbound through lane. Residents expressed concern about the established speed limits along TH 10 from Proctor Avenue to Xenia Avenue and the variations in posted speeds along this stretch of TH 10. The following items, per your May 14, 1997 letter, have been addressed in the geometric layout: Closure of the north Xenia Avenue access to TH10 and removal of the east bound TH 10 left turn lane at Xenia Avenue. 2. Closure of the west frontage road access to Upland Avenue; construct cul-de-sac. Closure and removal of the north frontage road between Upland Avenue and Cretex Plan entrance. Based on discussions with Tom Dumont regarding the Upland Avenue/TH 10 intersection geometrics, opposing left turn lanes have been shown for Upland Avenue. The proposed TH 10 intersection width has been based on turning movements for a single-axle bus with no conflicts. The proposed traffic control signal system will be a full activated signal system with five phase operation. Recreation Program, Elk River Nordic Ski Club, and Gear West Sports Shop. Parking: Meadowvale School. Coordinate with Church and adjacent industrial park.
