Agenda Section Meeting Date Prepared by Consent June 6, 2011 Nicki Blake-$radley, Environmental Technician Item Description Reviewed by Resolution of Support for Hosting up to Two MN Greencorps Rebecca Haug, Environmental Members for the 2011 - 2012 Program Year From the Administrator Minnesota Pollution Control Agency (MPCA) Reviewed by Action Requested Staff requests the Ciry Council adopt the attached resolution allowing the Environmental Administrator to enter into an agreement with the MPCA if Elk River should be chosen as a host site for one or two Green Corps members. Background/Discussion Staff requested the Ciry Council approve a Letter of Support for two MN GreenCorps members during the May 2, 2011 meeting. The Letter of Support was approved and signed. Since that time, the MPCA has requested a signed resolution which would allow the Environmental Administrator to enter into an agreement with the MPCA if chosen as a host site once again. Currently, the City is hosting Steven Ross Pomeroy in the Energy Ciry Coordinator position. The application is requesting another GreenCorps member to continue the work Mr. Pomeroy has been doing with Energy City. Also, the Ciry is applying for a member to help with the Stormwater program. This member would work closely with the Giry Engineer, Streets Department, and Environmental Division to carry out the required Stormwater duties. The member assigned to Energy Ciry initiatives will also be working with the Elk River Municipal Utilities on Project Conserve. Financial Impact The Ciry will have no financial impacts as the Minnesota GreenCorps members are provided with stipends of $11,800 through the MPCA for completing a 1700 hour term of service. Upon completion of their term of service, members are awarded an additional $5,850 as an educational award that can be used to pay for their further higher education or toward payment of existing student loans. Members are also offered a health insurance option. Worker's compensation fox Minnesota GreenCorps members is covered by the MPCA. Attachments Resolution of support to be a MN Greencorps Host Site Action Motion by Second by Vote N:\Public Bodies\City Council\Council RCA\Agenda Packet\06-O1-2011\RFCA GreenCorps Resolution.docx RESOLUTION I I - A RESOLUTION OF THE CITY OF ELK RIVER A RESOLUTION SUPPORTING BEING A HOST SITE FOR MINNESOTA GREENCORPS MEMBERS THROUGH THE MINNESOTA POLLUTION CONTROL AGENCY WHEREAS, the City of Elk River has applied to host an AmeriCorps member from the Minnesota GreenCorps, a program of the Minnesota Pollution Control Agency (MPCA), fox the 2011-2012 program year; and WHEREAS, if the MPCA selects the City of Elk River, the organization is committed to implementing the proposed project as described in the host site application, and iri accordance with pre-scoped position description; and WHEREAS, MPCA requires that the City of Elk River enter into a host site agreement with MPCA that identifies the terms, conditions, roles and responsibilities; BE IT RESOLVED that the City of Elk River hereby agrees to enter into and sign a host site agreement with the MPCA to carry out the member activities specified therein and to comply with all of the terms, conditions, and matching provisions of the host site agreement and authorizes and directs the Environmental Administrator to sign the grant agreement on its behalf.
