Agenda Section Meeting Date Prepared by Consent June 6, 2011 Jessica Miller, Executive Secret /De u Ci Clerk Item Description Reviewed by Consider Special Event Permit to Elk River Arts Alliance for Tina Allard, Ci Clerk ArtSoup Reviewed by Action Requested Council motion approving a special event permit to Elk River Arts Alliance for the ArtSoup event scheduled on June 18, 2011, subject to the following conditions: 1. Certificate of insurance shall be filed with the City prior to the event. 2. Notice of the event shall be given to area businesses and residents. 3. Due to the Highway 169 construction detour, Jackson Avenue is not permitted to be closed for set up on Friday, June 17 before 8 p.m. or at the opinion of city staff. 4. Tents must meet applicable state and fire building code requirements. No stakes shall be pounded into the pavement. Stakeless tents shall be used. Applicant is responsible for contacting the fire marshal at 763.635.1110 or 763.238.3489 to schedule an inspection prior to opening of the tent. 5. Applicant shall provide portable toilet facilities through a private contractor. 6. Applicant shall provide garbage service through a private contractor. 7. All booths, barricades, etc. must be removed from all streets and public parking lots by 10 a.m. on Sunday, June 19. 8. Applicant must contact Parks Supervisor Rodney Schreifels at 763.635.1123 if tents in the park are proposed to be staked so the irrigation systems can be located. 9. The extreme west end of the booth line up (that portion facing eastbound Main Street traffic) shall be marked by at least three (3) large, reflective traffic barrels to provide a substantial visual warning to eastbound Main Street traffic to keep left. A similar configuration should be set up at the extreme east end of the booth line up east of Jackson Avenue. Where possible the booths should be arranged iq a manner that will discourage pedestrian traffic from passing between them and crossing the street at other than the designated cross walk. 10. All traffic control, including signs, barricades, and cones shall meet the requirements of the "Temporary Traffic Control Zone Layout -Field Manual" as published by the Minnesota Department of Transportation. Asketch of the planned traffic control, prepared by a certified installer, shall be submitted to the City Engineer for review one week prior to the event. Outside food sales must comply with all Minnesota Department of Health rules and regulations. 12. Liquor can only be served by licensed liquor establishments and only on the premises that have been approved as part of their liquor license. Background/Discussion The Arts Alliance is requesting to host ArtSoup on June 18, 2011, in downtown Elk River. The festival will take place downtown on Jackson Avenue and along the south side of Main Street from 10 a.m. - 9:30 p.m. The event will feature performances by local music, theater, and dance groups in the Rivers Edge Commons Park, activities in the Community Tent, and exhibits of visual art by local artists and community organizations. Police Reserves will be provided as determined by the Police Chief. See the attached request and map from the Arts Alliance for additional information. Box 737 716 Main Street Elk River, MN 55330 763-441-4725 info@elkriverart.org www.elkriverart.org Attachments to Special Event Permit Application: Parking Impact: Jackson Avenue: The event will, as it has several times in the past, require closing Jackson Ave. between Hwy. 10 and Main St. for the placement of an exhibit tent and artist's display/sales booths. This will require traffic control barriers for both ends of Jackson Ave. and the left turn lane of westbound Hwy. 10 at Jackson Ave. Main Street: Parking on the south side of Main St will be restricted for a portion east and west of Rivers Edge Commons Park for the placement of artist and food booths. The booths will face the sidewalk and the back of this lane will be marked by caution signs and traffic cones. The extent of this restriction depends on the final number of entrants requiring booth space. The traffic lane will remain open to vehicles. Upper lot above the river: The Community Tent will be placed in the southwest corner of the upper lot next to the former 1st National Bank building. Parking spaces not required for the tent and a reasonable. safety zone around it will be open to parking. Lower riverside parking lot: This lot will be available however some spots on the east end will be reserved for access by performers. Parking in the main lot between Main St and Hwy. 10 at King Ave will not be affected and will be available as always. Public Health Plans: Solid waste collection will be achieved by numerous waste receptacles distributed around the event site and maintained by volunteers. Contract will be made to have the waste removed after the completion of the event. Toilet facilities will be provided through contract with Elite Sanitation. Water supply, if needed, will be arranged through public works and/or the Fire Dept. Security Plan: Elk River Police Reserves will supply personnel to be in the area during the event. For the Friday nigh# before the event, occasional spot checks will be required for tents that will need to be set up on Friday. Fire Prevention and Emergency Medical Service Plan: Elk River Fire and Ambulance Service will be advised and consulted to ensure preparations are adequate and appropriate response is available if needed.
