05-09-2011 CCMMEETING OF THE ELK RIVER CITY COUNCIL • HELD AT THE CITY OF ELK RIVER (UPPER TOWN CONFERENCE ROOM) MONDAY, MAY 9, 201 I Members Present: Mayor Dietz, Councilmembers Gumphrey, Motin, Westgaard, and Zerwas Members Absent: None Staff Present: Ciry Administrator Lori Johnson, Police Chief Brad Rolfe, Finance Director Tim Simon, Marketing and Business Administrator Annie Deckert, and Executive Secretary/Deputy City Clerk Jessica Miller 1. Reconvene Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was reconvened at 8:35 p.m. by Mayor Dietz. 2. Consider Council Agenda Due to time constraints, items 5.2. and 5.3. were continued to the May 16, 2011 meeting. It was noted that the union listed in the Mayor's statement should be LELS Loca1271. MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY • COUNCILMEMBER MOTIN TO APPROVE THE AGENDA AS AMENDED. MOTION CARRIED 5-0. 3. Consider Consent Agenda MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY COUNCILMEMBER WESTGAARD TO APPROVE THE FOLLOWING CONSENT AGENDA: 3.1. APRIL 27, 2011 BOARD OF APPEAL AND EQUALIZATION MINUTES 3.2. PROCLAMATION RECOGNIZING THE MERITS OF BUDDY POPPIES 3.3. RESOLUTION 11-23 AUTHORIZING THE CITY OF ELK RNER TO ENTER INTO A CONTRACT WITH THE MPCA FOR THE GRANT ASSOCIATED WITH THE BENEFICIAL REUSE OF WASTEWATER EFFLUENT PROJECT. MOTION CARRIED 5-0. 4. Open Mike No one appeared for open mike. r City Council Minutes Page 2 May 9, 2011 ----------------------------- 5.1. Volunteer Utilization and Recognition • Ms. Johnson presented the staff report. Volunteer Recognition and Volunteer of the Month Program Council consensus was to retitle the program the City of Elk River Community Volunteer of the Month Aavard. Volunteer recognition was discussed. The Council asked that these volunteers be recognized with a certificate consistent with how the Parks Volunteers of the Month volunteers are recognized. Mayor Dietz explained that he would like to get two or three other people on the selection committee to assist him with this program. The Council discussed adding a timeframe for which the applications are valid. It was decided that wording should be included that indicates the applications are valid for six months from the time of submission. Discussion took place on inviting the monthly volunteer winners and a guest to the annual volunteer recognition dinner. It was noted that consideration on inviting the parks and recreation monthly volunteers should also be given. Council consensus was to discuss whether or not to invite the additional volunteers during budget discussions. MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY • COUNCILMEMBER WESTGAARD TO APPROVE THE CITY OF ELK RIVER COMMUNITY VOLUNTEER OF THE MONTH AWARD AS OUTLINED AND WITH THE CHANGES LISTED ABOVE. MOTION CARRIED 5-0. Volunteer Utilisation Ms. Johnson explained that staff met with RSVP Coordinator Charlotte Strei and she provided some helpful insight in to a volunteer program. Ms. Johnson stated that one of Ms. Strei's recommendations is to have job descriptions for each volunteer position. Council consensus was for staff to move forward with preparation of volunteer job descriptions and report back to the Council upon completion. It was noted that Council approval of each job description is not necessary and staff can begin filling the volunteer positions as the descriptions are available. 5.4. Council Open Forum Mayor Dietz stated that Mr. Dokter has turned down an offer to be Elk River's parks and recreation director because he was offered a promotion at his current city. Mayor Dietz stated he would like to begin the process again of recruiting a parks and recreation director. Discussion took place on whether or not the wages are adequate. Council consensus was to begin the recruitment process again for a parks and recreation director and for the interview committee to bring at least two candidates back for Council consideration. • City Council Minutes May 9, 2011 6.
