05-16-2011 CCM BOAMEETING OF THE ELK RIVER • BOARD OF APPEAL AND EQUALIZATION HELD AT ELK RIVER CITY HALL MONDAY, MAY I6, 201 I Members Present: Mayor Dietz, Councilmembers Zerwas, Motin, and Westgaard Members Absent: Councilmember Gumphrey Staff Present: City Clerk Tina Allard Also Present: Sherburne County Assessor Gerald Kritzeck, Chief Deputy John Cullen, Residential Appraisers Greg Olson, Theresa Quinn, and Shelly Murschel, Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Board of Appeal and Equalization reconvened at 6:00 p.m. by Mayor Dietz. 2. Board of Appeal and Equalization The Board of Appeal and Equalization heard appeals as outlined below: 1. John Affords, Parcel Identification Numbers 75-404-0050, 75-404-0031, and • 75-408-0175 Mr. Cullen provided a handout with suggested changes. He stated he did a reconciliation based on income and costs. MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY COUNCILMEMBER WESTGAARD TO REDUCE THE VALUATION BY $54,000 ON PARCEL 75-408-0175. MOTION CARRIED 4-0. Mr. Cullen reviewed the appraisals for parcels 75-404-0050 and 75-404-0031. MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY COUNCILMEMBER MOTIN TO MAKE NO CHANGE TO PARCEL 75-404- 0031. MOTION CARRIED 4-0. MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY COUNCILMEMBER MOTIN TO MAKE NO CHANGE TO PARCEL 75-404- 0050. MOTION CARRIED 4-0. 2. Lori Neutgens, Parcel Identification Number 75-546-0256 The property owner felt her value was too low. MOTION CARRIED 4-0. 3. Russ Bushman, Parcel Identification Number 75-795-0416 Mayor Dietz noted the attorney opinion for this item. MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY COUNCILMEMBER ZERWAS TO MAKE NO CHANGE ON PARCEL 75-795- 0416. MOTION CARRIED 4-0. 4. C E Murphy Properties LLC, Parcel Identification Numbers 75-404-0152 and 75-405-0410 The assessor stated they weren't given access to inspect this property. MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY COUNCILMEMBER MOTIN TO MAKE NO CHANGE TO PARCEL 75-404-0152 AND 75-405-0410. MOTION CARRIED 4-0. 5. Farmers State Bank of Hartland, Parcel Identification Number 75-132-2426 The Bank of Elk River, Parcel Identification Number 75-013-1415 Councilmember Westgaard noted it was unclear in the letter of what was being requested for these two parcels. • Ron Touchette, representing the property owners, stated he would like no change on the values. MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY COUNCILMEMBER ZERWAS TO MAKE NO CHANGE FOR PARCEL 75-132- 2426 AND PARCEL 75-013-1415. MOTION CARRIED 4-0. 6. Micah and Katy Hager, Parcel Identification Number 75-694-0146 Mr. Olson provided a handout on this parcel. MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY COUNCILMEMBER ZERWAS TO REDUCE THE BUILDING VALUE BY $19,300 FOR PARCEL 75-694-0146. MOTION CARRIED 4-0. 7. Debra Wickherst, R.
