ACTION REQUESTED
Council motion to approve a special event permit to the Elk River Independence Day Committee for the
Independence Day Celebration on July 4, 2011 with the following conditions:
^ Notice of the event shall be given to area residents and businesses.
^ Committee shall provide garbage and recycling through a private contractor. Any debris in the
park shall be cleaned up immediately following the event.
^ The Committee shall provide enough portable toilet facilities through a private contractor to
accommodate the expected attendance. The Committee will coordinate locations for the toilet
facilities through the park maintenance supervisor.
^ Proof of insurance with minimum coverage limits of one million dollars and the city named as an
additional insured shall be required prior to the event.
BACKGROUND/DISCUSSION
As Council is aware, the Elk River Independence Day Committee is planning an Independence Day
Celebration on Monday, July 4, 2011. The event will take place at Lions Park from 4:30 p.m. until 11 p.m.
The event will include music, a patriotic program, kids games, fireworks, and food.
FINANCIAL IMPACT
The Committee requested a waiver of park, bandshell, and building use fees. The major park use fee can
be up to $500, the bandshell fee is $20, and the building use fee would be approximately $210 for this
event. The Parks and Recreation Commission voted unanimously at their June 8 meeting to waive the
fees for this event.
The Elk River Police Department will provide security and traffic control.
