ACTION REQUESTED
The Planning Commission tabled the application and continued it to July 12; therefore, no
recommendation has been provided. The Council is asked to open and continue the public hearing to
July 18, 2011.
BACKGROUND/DISCUSSION
Thai Buddhist Center of Minnesota has requested conditional use permit approval to expand an existing
garage with a kitchen and toilets. Internal improvements will include the conversion of the open garage
area into a meditation room.
While use of one's home for frequent bible study is permitted, modification to a home to support such a
study requires a conditional use permit for an institutional use. The expansion of the garage and
conversion of a kitchen is an example.
Based on recent receipt of wetland maps, modifications to the parking lot are necessary. Plans are being
developed and the Planning Commission was uncomfortable with making a recommendation without
them.
Public Comments
Prior to the Planning Commission, a letter in opposition to the request was received. During the
meeting, two property owners spoke (including the letter writer). Both were against the proposal based
on concerns with traffic, the number of people at the frequent events (neighbors estimated 60 to
hundreds), parking, impact to the neighborhood, valuation of existing properties, along with other
concerns.
