Authorization to Hire for the City Clerk Position
Item # 5.2.
The City Clerk Interview Committee - Councilmembers Kuester and Motto, Finance Director Lori
Johnson, and myself- interviewed five applicants for the City Clerk position. A second round of
interviews was held with the top two candidates. At this dme, the committee is recommending to
the City Council that the city hire Joan Schmidt for the Elk River City Clerk position.
Joan is currently employed as the City Clerk for the City of Brooklyn Park and has been in this
position since June 1998. Between February 1997 and June 1998 Joan also worked for Brooklyn
Park as an Assessment Clerk and Administrative Secretary. Other work experience includes about 18
months in the City of Excelsior as a Permit/Licensing Clerk and approximately 15 years in the City
of Crystal as an Office Assistant and Deputy Clerk.
Joan needs to give the City of Brooklyn Park four weeks notice. Joan has indicated that her
preferred start date with the City of Elk River is September 15, 2003, although she indicated that she
may be available on the proceeding Thursday or Friday (September 11 or 12) depending on how her
schedule works out.
Recommendation
It is recommended that the City Council hire Joan Schmidt as the Elk River City Clerk beginning no
later than September 15, 2003 at the 2003 annual pay wage of $58,130.28.

Case No CU 03-15, Request by Scott Talbot for Outdoor Storage
Staff contacted Mr. Talbot to confirm if his letter of July 28, 2003 was in fact a letter of
withdrawal. He confirmed that it was indeed a letter withdrawing his request and that he was
displeased with the fact that we were not more flexible with the Building and Fire Codes.
No further action is required of the Council regarding this request.
