RE: EASTERN AREA OFFICIAL MAP PUBLIC HEARING
Dear Council Members:
As you are aware, the public hearing for the official map on the eastern
area major transportation corridor is scheduled for Monday evening. As
required by statute, a notice has been published in the Star News. The
staff has also sent individual letters to the affected parties along the
route, even though this is not required by state statute. There has
been a number of information meetings with property owners to discuss
the eastern area development issues regarding trunk sanitary sewer and
water along with this major road corridor. All affected property owners
should be well award of these issues.
I will be prepared at Monday evening's meeting to present the official
map corridor, discuss the process we are going through, and try to
answer any questions the Council and/or public may have. After the
public hearing on the official map, it would be appropriate for the City
Council to consider the attached resolution, which directs staff to
prepare the ordinance adopting the official map. After this resolution
is adopted by the City Council, the official map can then be recorded at
the County. Two things to be considered in the process we have talked
about before are as follows:
We may suggested that the official map not be recorded through the
Waddy Schulze property or the Earl Hohlen property, due to the
pending developments in that area. We would not want to be forced
to acquire the right-of-way through these properties if, in fact,
we can get if free of charge through the platting process.
This official map process does not actually take any property, it
just puts the property owners, or any future purchasers of the
property, on notice that the City envisions a major corridor
through their property. At some point in the future, the City
will either have to purchase the right-of-way or require that the
right-of-way be given through the platting/development process.
If you have any questions, I will be in attendance at Monday evening's
meeting.

RESOLUTION 97 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION DIRECTING STAFF TO PREPARE AN ORDINANCE
ADOPTING THE EASTERN AREA MAJOR TRANSPORTATION
CORRIDOR OFFICIAL MAP
WHEREAS,
a public hearing relating to the Eastern Area Major
Transportation Corridor Official Map was held before the Elk
River City Council after two weeks published notice of the
hearing was given; and,
WHEREAS,
the City Council has duly considered those matters presented
at the public hearing by those persons desiring to be heard
on the matter.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Elk River, Minnesota:
An ordinance be prepared adopting the Easter Area Major
Transportation Corridor Official Map.
Passed and adopted by the City Council of the City of Elk River, Minnesota,
this 6th day of October, 1997.
