RE: RAILROAD DRIVE IMPROVEMENTS
Dear Mr. Klaers:
Last week, Phil Hals, Steve Ach, Bryan Adams, and I met with two property owners from
Railroad Drive just west of Jackson Avenue. The two property owners were the owner of
Marty's Feed Store and the new owner of the building just west that used to house the paint
store. Marty's building does not have sewer or water. He is anticipating an expansion of the
office space in the spdng of the year and would be interested in having both sanitary sewer and
water available. The new owner of the old paint store building does not have sanitary sewer
and is interested in having that made available. He does currently have City water but the
service is off of a long dead-end which results in a water quality that is less than desirable. As
you know, Phil Hals has an interest in some type of improvement in the area that will rectify the
water ponding in Railroad Ddve. Bryan Adams has an interest in looping the watermain to
improve the quality of service for those people connected to the long dead-end.
As we discussed these various interests and concerns, it seemed the most reasonable way to
approach them would be to ask the City Council to initiate a feasibility study that would quantify
all of the interests and the improvements necessary, and also deal with the possible funding
sources from assessments to maintenance dollars. Attached is a draft resolution which would
initiate a feasibility study to address this matter. Since this would be considered a City-initiated
project, this resolution would require a four-fifths vote of the City Council to adopt it.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION OF THE CITY OF ELK RIVER
ORDERING THE PRELIMINARY FEASIBILITY REPORT
IN THE MATTER OF THE RAILROAD DRIVE
UTILITY AND DRAINAGE IMPROVEMENT OF 1997
WHEREAS
the City has determined that it should consider improving certain property by
extending sanitary sewer, water, and storm drainage facilities (the
improvements); and
WHEREAS Council must first secure a preliminary feasibility study in order to consider
making the improvement;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
This Petition is hereby referred to Howard R. Green Company, Consulting Engineers,
who is requested to provide to the City Council a report advising, in a preliminary way,
whether the proposed improvement is feasible and whether the improvement should
thus be made as proposed or in connection with some other improvement and the
estimated cost of the improvement as recommended.
