ITEM 8.2.
On Monday, October 6, 1997, myself and the police department supervisors will be in attendance
to discuss police department activities and the COPS FAST Grant Award. Our hope is to get
these positions authorized and hire two (2) police officers in December of 1997.

PURPOSE
To provide a job description for the position of Captain.
GENERAL
Under the direction of the Police Chief; supervises the overall law
enforcement operations of all Elk River Police Department employees.

DUTIES/RESPONSIBILITIES
1.)
Appointed as acting chief and serve in this capacity in the Police
Chiefs absence.
2.)
Ensures department goals are met by managing, coordinating,
directing and evaluating staff activities.
3.)
Ensures an efficient operation, job safety and staff development by
reviewing, regulating and training personnel.
4.)
Responsible for overall public relations activities including media
relations and public speaking.
5.)
Respond to public inquiries to ensure good public relations are
maintained.
6.)
Coordinate and implement Community Policing activities in the
City of Elk River.
7.) Overall responsibility for Intemal Affairs Investigations.
8.)
Conducts inspections of department property to ensure everything
is in working order.

9.)
Ensure the Operations Manual is current and updated as necessary
because of legal, legislative and/or P.O.S.T. changes.
10.)
Assist the Police Chief with the Annual Report and the Police
Department Budget.
11.)
Compile and apply for grants for the Police Department, as well as
administer the' grants if successful.
12.)
Responsible for overall management of the Field Training Unit
(F.T.O.)
13.) Coordinate and manage the Wage Inventive Program (W.I.P.).
14.) Serve as the Critical Incident Commander.
15.)
Review reports to ensure appropriate information is included by
staff.
16.) Serves on the Safety Committee to ensure safety rules are
appropriate and to comply to OSHA requirements.
17.)
Overall supervision of all Police Department employees and the
Elk River Police Reserve Unit.
18.) Performs other duties as assigned by the Chief of Police.

Elk River Youth
Skateboarders,
Inc. Initiatives
The city of Elk River has
reviewed site alternatives. They
believe the best shot to be at Oak
Knoll just north of where the
temporary site was located in
1996. This location is currently
sitting on a portion of city of Elk
River/ISD 728 property. The city
has suggested that the
association make a request to the
school, along with the city for the
land to be donated for the
purpose of a skate park.
It has also been suggested to
review current property
determinations as part of recent
land surveys related to the AL£
project. This information may
discover an additional location
that could be utilized for a skate
park.
What's Happening?
The Youth Initiatives Committee continues to work
on the key areas of need as identified in the Youth
Summit in March, 1996. The Youth Initiatives
Committee is made up of many people from various
aspects of our community. Some of the partners in
this process are teens, Community Recreation
Board, District 728 Community Education, local
churches, Community Youth Task Force, private
business, local government and the school district,
as well as many private citizens. The common link
between all these individuals is an interest in
meeting the needs of our youth and serving them
better. We have been meeting for approximately one
year now and have seen a variety of programs result
from the hard work of many people. Some of these
are highlighted throughout this newsletter.
Now that the school year has, once again, started;
we hope to continue to see more existing and new
ideas implemented for the benefit of our youth.
Please join us at the next Youth Initiatives meeting
on October 9th at 7:00pm at the Elk River City Hall
to share your ideas and your talents - everyone is
welcomel
Purpose Statement
At the September meeting the
committee developed the
following Purpose Statement:
To unite various segments of the
community to develop and promote
positive resources and opportunities
with and for youth.
Watz Up Cafe Club
As Annette and Mark watz continue to look for a facility,
they are working raising funds to help with the purchase.
There is an account set up at the Recycling Center on
Highway 10 that allows you to donate your recy,~ding money
to their project. They have also, with the help of several local
youth bands, put together a CD titled Unheard Collection
which will be out sometime this month for purchase and the
proceeds will benefit the Watz Up Cafe Club.
Student to
Student Mentoring
One of our goals is to provide ment°ring
opportunities throughout the community.
The current project is to provide a student
to student mentoring program between
high school students and junior high
students. This would be an actual course at
the high school that students would sign
up for.
The biggest obstacle for this program
developed by Jared Lee and Scott Overbye
is rnoney. The avenues available are being
explored and we hope to see this program
implemented within the school year.
Community Center Concept
at Vandenberge Junior High
Due to over-capacity of students this school year,
any planning for space use and/or renovations will
not work with the educational setting needs. Fall
1998 appears now to be the goal. There will be
some special events offered at Vandenberge this
year for youth such as Pool Pix, Open Gyms, 3 on 3
Basketball Tournaments as well as other special
events.
Shared Communications
One grant attempt has failed and we are exploring
other options. This will help to implement many
concepts for increased marketing and awareness of
events and opportunities for youth.
