Steinman, Director of Economic Development October 14, 1997 Public Hearing for TIF District No. 17 Issue The purpose of this agenda item is to set in motion a schedule for the establishment of Tax Increment Financing District No. 17. This issue has come before the Economic Development Authority and a motion has been unanimously supported asking that the City Council call for a public hearing to be held on February 17, 1998, at 6 p.m., for the establishment of Tax Increment Financing District No. 17. A tax increment application has been received from Dave Decker in the amount of $160,000, to be used to complete a light industrial/manufacturing, multi tenant building on east Highway 10. The building is described as having an initial phase of 25,000 square feet with the potential of adding an additional 45,000 square feet in phase two. Mr. Decker's tax increment application will be discussed in detail at the November EDA meeting. Box 490 · Elk River, MN 55330 · TDD & Phone: (612) 441-7420 · Fax: (612) 441-7425 RESOLUTION 97 - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION CALLING FOR A PUBLIC HEARING BY THE CITY COUNCIL ON THE MODIFICATION OF DEVELOPMENT DISTRICT NO. 1 AND THE ESTABLISHMENT OF TAX INCREMENT FINANCING DISTRICT NO. 17 BE IT RESOLVED by the City Council (the "Council") for the City of Elk River, Minnesota (the "City"), as follows: Section 1. Public Hearing. This Council shall meet on Monday, February 16, 1998, at approximately 6 p.m., to hold a public hearing on the proposed modification of Development District No. I and the proposed establishment of Tax Increment Financing District No. 17 (an Economic Development Tax Increment Financing District), all pursuant to and in accordance with Minnesota Statutes, Sections 469.090 through 469.1081, inclusive, as amended, and Minnesota Statutes, Section 469.174 through 469.179, inclusive, as amended, in an effort to encourage the development and redevelopment of certain designated areas within the City; and, Section 2. Notice of Public Hearing, Filing of Program and Plan. Staff is authorized and directed to prepare the Development Program and the Tax Increment Financing Plan (the "Program and Plan") and to forward documents to the appropriate taxing jurisdictions including Sherburne County and Independent School District No. 728. The City Administrator is authorized and directed to cause notice of the hearing, together with an appropriate map as required by law, to be published at least once in the official newspaper of the City not later than ten nor more than 30 days prior to February 16, 1998, and to place a copy of the Program and Plan on file in the City Administrator's office at City Hall and to make such copy available for inspection by the public.
