05 11 2011 PR MINMEETING OF THE ELK RIVER PARKS AND RECREATION COMMISSION HELD AT CITY HALL WEDNESDAY, MAY I I, 201 I Members Present: Chair Anderson, Commissioners Ahlness, Jaker, Kaxlsen, Niziolek, Nystrom and Peterson Council Liaison: Mayor Dietz Staff Present: Steve Benoit, Recreation Manager; Chris Leesebexg, Planner/Park Planner; Tonya Love, Recreation Coordinator 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider May 11.2011 Parks & Recreation Commission Agenda Recreation Manager, Steve Benoit added Item 9.1.Rivex's Edge Commons Paxk Splash Pad Operation Dates. MOVED BY COMMISSIONER PETERSON AND SECONDED BY COMMISSIONER AHLNESS TO APPROVE THE MAY 11, 2011 PARKS & RECREATION COMMISSION AGENDA. CARRIED 7-0. 3. Consider Minutes of April 13. 2011 Parks & Recreation Commission Meeting MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY COMMISSIONER PETERSON TO APPROVE THE APRIL Li, 2011 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 7-0. 4. Open Mike -None 5. Volunteer of the Month Recreation Manager, Steve Benoit presented Joan Frick as the Volunteer of the Month. 6. Recreation Manager's Report -Steve Benoit Recreation Manager, Steve Benoit shared the Elk River Senior Center and Elk River Ice Arena staff reports. Park & Recreation Commission Minutes blay 11, 2011 Page 2 Mr. Benoit reported that staff has been busy putting the final touches on summer programming. The summer season offers the largest amount of programming such as sports camps, Summer Playground Adventure, adult and youth sport leagues and weekly concerts at River's Edge Commons Park. Mr. Benoit shared that the City of Otsego has approached the City of Elk River to discuss and explore the concept of working with the City in delivering recreational programs to Otsego residents. Staff will be meeting with the Otsego Parks and Recreation Commission to determine what recreational programming they feel would positively serve their community. Mx. Benoit stated that the hiring of the Parks and Recreation Director position is in process. Mr. Benoit shared that before the rental policy revisions can be completed from the April Commission meeting staff will be meeting with the Lions Club to discuss what constitutes a Lions Club function as this question has been raised several times and as part of the policy the Lions Club can utilize Lions Park Center at a reduced rate. Mayor Dietz stated that due to the last Parks and Recreation Director candidate fuming down the offer the City Council has decided to xepost the position. Mayor Dietz expressed excitement in the idea of working with the City of Otsego. He noted that the City Council does not want to lessen current city services to Elk River residents and believes it will be a great collaborative effort. Information/Update Items 7.1. Community Events Recreation Manager, Steve Benoit showcased the Pinewood Golf Course clubhouse upgrades that were completed by both staff and volunteers. 7.2. Park/Program Highliehts Planner/Park Planner, Chris Leesebexg shared that the Pinewood Open will be on June 23rd and that this year's 14`h Annual Ice Show, "I'hcatre on Ice" will be on May 20`" and 21". 8. City Council/Planning Commission Review/Updates -None Other Business 9.1. River's Edge Commons Park Splash Pad Operation Dates Recreation Manager, Steve Benoit discussed the operation dates of the River's Edge Commons Park Splash Pad. Staff recommends the splash pad to be open from Memorial Day weekend to Labor Day weekend. Park & Recreation Commission Dlinutes May 11, 2011 Page 3 Commissionex)aker asked to clarify which day of the weekend it would open and close. Mr. Benoit stated that it would be Saturday of Memorial Day weekend and Monday of Labor Day weekend. MOVED BY COMMISSIONER PETERSON AND SECONDED BY COMMISSIONER KARLSEN TO ACCEPT STAFF RECOMMENDATION TO SET THE OPERATION DATES FOR THE RIVER'S EDGE COMMONS PARK SPLASH PAD TO SATURDAY OF MEMORIAL DAY WEEKEND TO MONDAY OF LABOR DAY WEEKEND. MOTION CARRIED 7-0. 10. Adjournment There being no further business, the meeting adjourned at 6:53pm and recessed to a workshop to discuss park signs through the SHIP grant.
