01-08-2001 EDA MINMEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, JANUARY 8, 2001 Members Present: President Gongoll, Commissioners Koenig, Dwyer, Klinzing, Kuester, and Tveite Members Absent: Commissioner Motin Staff Present: Director of Economic Development Catherine Mehelich, City Administrator Pat Klaers, and City Clerk Sandra Peine Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Economic Development Authority was called to order at 6:00 p.m. by President Dwyer. 2. Consider 1 /8/01 Agenda COMMISSIONER KLINZING MOVED TO APPROVE THE JANUARY 8, 2001, EDA AGENDA. COMMISSIONER GONGOLL SECONDED THE MOTION. THE MOTION CARRIED 6-0. 3. Consent Agenda President Dwyer noted that there was an error in the December EDA minutes under members presents omitting Commissioner Koenig. The City Clerk indicated the error would be corrected. COMMISSIONER GONGOLL MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 3.1. DECEMBER 11, 2000, EDA MINUTES -APPROVED AS AMENDED 3.2. CHECK REGISTER -APPROVED COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 6-0. 4. Open Mike No one appeared for open mike. 5. Annual Meeting Issues: a. Election of Officers COMMISSIONER KOENIG MOVED TO APPROVE THE FOLLOWING OFFICERS FOR 2001: Economic Development Authority Minutes Page 2 January 8, 2001 • PRESIDENT -JEFF GONGOLL • VICE PRESIDENT -PAT DWYER • TREASURER -LARRY KOENIG • SECRETARY -DAN TVEITE • ASSISTANT TREASURER - LOUISE KUESTER COMMISSIONER KLINZING SECONDED THE MOTION. THE MOTION CARRIED 6-0. Pat Dwyer turned the gavel over to President Gongoll. President Gongoll thanked Commissioner Dwyer for his leadership over the past several years. b. Appoint Executive Director COMMISSIONER DYWER MOVED TO APPOINT CATHERINE MEHELICH AS EXECUTIVE DIRECTOR OF THE EDA. COMMISSIONER KOENIG SECONDED THE MOTION. THE MOTION CARRIED 6-0. c. Designate Official Newspaper COMMISSIONER KOENIG MOVED TO DESIGNATE THE STAR NEWS AS THE OFFICIAL NEWSPAPER FOR THE EDA FOR 2001. COMMISSIONER KLINZING SECONDED THE MOTION. THE MOTION CARRIED 6-0. d. Designate Official Depositories COMMISSIONER KOENIG MOVED TO DESIGNATE THE FOLLOWING BANKS AND INSTITUTIONS AS DEPOSITORIES FOR EDA FUNDS FOR 2001: • FIRST NATIONAL BANK OF ELK RIVER • 4M FUND • WELLS FARGO BANK • THE BANK OF ELK RIVER • USBANK COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 6-0. Commissioner Dwyer disclosed that he is a director and officer at the Bank of Elk River. Commissioner Tveite disclosed that he is a director at Welis Fargo Bank. e. Consider Committee Appointments and Assignments Executive Director Catherine Mehelich suggested that the Marketing Committee disband at this time as it has completed the strategic marketing plan. She recommended that the Marketing Committee be called upon in the future if the need arises. Commission Dwyer suggested that recommendations be brought before the EDA for the vacancy on the Finance Committee at a later date. COMMISSIONER KLINZING MOVED TO APPOINT THE FOLLOWING MEMBERS TO THE INCUBATOR COMMITTEE: Economic Development Authority Minutes January 8, 2001 • STEPHANIE KLINZING • JEFF GONGOLL • LARRY HICKMAN • JIM BARTHEL • JACK MOWRY • LOUISE KUESTER NEITE SECONDED THE MOTION. THE MOTION CARRIED 6-0. Review Enablina Resolution/Bylaws for Suaaested Chances Page 3 President Gongoll suggested that the EDA members review the by-laws and contact the Executive Director with any recommended changes. Catherine Mehelich indicated that staff has no proposed changes to the by-laws at this time. 6. Strategic Industrial Marketing Plan Executive Director Catherine Mehelich reviewed the action steps that staff has been working on in the Strategic Marketing Plan during the past six months. She also reviewed the action steps that staff will be working toward during the next year. Other Business Catherine Mehelich updated the EDA on a recently published article in City Business on Soffpac. Catherine Mehelich indicated that staff is attempting to schedule a joint meeting between the Council, EDA, and HRA to discuss tax abatement and tax increment financing. President Gongoll informed the EDA that Executive Secretary Alice Heinecke is resigning. He thanked Alice for the work she provided to the EDA over the past years. 8. Adjournment There being no other business, COMMISSIONER DWYER MOVED TO ADJOURN THE MEETING. COMMISSIONER KOENIG SECONDED THE MOTION. THE MOTION CARRIED 6-D.
