1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Economic Development
Authority was called to order at 6:00 p.m. by President Gongoll.
2. Consider 5/14/01 Agenda
Catherine Mehelich requested to add item 9.1 to the agenda; "Authorize Issuance of
CertiFicate of Completion and Notes for TIF #19."
COMMISSIONER MOTIN MOVED TO APPROVE THE MAY 14, 2001, EDA
AGENDA AS AMENDED. COMMISSIONER KUESTER SECONDED THE
MOTION. THE MOTION CARRIED 6-0.
3. Consider Consent Agenda
Commissioner Dwyer requested that the retainer for the Business Incubator be addressed at
the next EDA meeting.

5. Strategic Industrial Marketing Plan - Updat
5.1. Customer Service/Siting & Expansion Process
Anita Duckox, of Duckox & Associates gave an overview of the Customer Service &
Siting/Expansion Process. She noted that the process began in December of 2000. Ms.
Dukor explained purpose of the project which was to provide a seamless siting process to
meet the industrial client's need for resources, information and business incentives that
helps the client site and/or grow in the city of Elk Riven Anita noted that [he project is now
complete and thanked all involved.
(Commissioner Tveite arrived at this time (6:06 p.m.)
Commissioner Dwyer indicated his concern that the process is continually reviewed and that
all departments continue to follow the process. The City Administrator explained that a
review of each proposal upon completion is built into the process.
Cormissioner Klinzing indicated that she would like to see the action xequued by the
governing body more clearly defined. She also indicated that she wants to be sure that the
public is clearly involved in the process. Commissioner Klittzing requested the opportunity
to review the final copy of the plan and to highlight areas where she sees that the public
could be more informed.
Anita Dukor thanked the EDA for the opportunity to work with the City.
5.2. New Marketin,~ Materials
Catherine Mehelich introduced the new EDA marketing brochure.
5.3. Economic Development Department Web~age
Marc Nevinski displayed the Economic Development Web page that he has designed. He
noted tha[ it would be incorporated into the city's web site.

6. Consider ModiFcation to Roma Tool Amortization
Mazk Nevinski explained that Roma Tool & Plastics is requesting a suspension of payments
on their State loan for the period of February 2001 to September 2001 due to a limited
supply of working capital. Mazc explained that the City is administering the loan fox the
State. He noted that the loan originated in 1986 and the city has recovered its portion of the
loan.
Commissioner Dwyer indicated that the EDA has an obligation to the taxpayers and felt
that the loan should be not be forgiven. Commissioner Tveite concc[ured.
COMMISSIONER TVEITE MOVED TO REQUIRE A PARTIAL PAYMENT OF
$1,000 PER MONTH UNTIL SEPTEMBER 1, 2001, WHILE MAINTAINING A
REPAYMENT SCHEDULE. COMMISSIONER MOTIN SECONDED THE
MOTION. THE MOTION CARRIED 6-0.

Consider SolarAttic Market Rate Incubator Lease
Marc Nevinski indicated that SolaxAtdc has requested that the EDA renew its lease at the
Business Incubator. Marc recommended that the EDA consider a market rate lease.
COMMISSIONER KLINZING MOVED TO ALLOW SOLARATTIC TO RENEW
ITS LEASE AT THE BUSINESS INCUBATOR WITH FOLLOWING
CONDITIONS:
1. TWELVE MONTH LEASE IN CURRENT SUITE
2. RATE: $6.50/sf
3. 45-DAYS NOTICE IF THE SPACE IS NEEDED.
COMMISSIONER KOENIG SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
S. Discuss Business Park Zoning District Standards
Catherine Mehelich indicated that the Planning Cotmission recently held a workshop to
discuss Business Paxk design standards. She indicated that Brookstone Development has
raised the concern about the existing design standards prohibiting pre-cast concrete panels.
President Gongoll indicated that he had some concerns with the restrictions of pre-cast
concrete. He also indicated that the standards changed in mid-stream of Brookstone's
development process. President Gongoll stated that the EDA was involved when the
original standards were developed but had no input in the new standards.
Catherine Mehelich indicated that the Planning Commission stated a willingness to consider
a revision to the ordinance and requested staff to review the proposed language presented
by Brookstone and to review the proposed ordinance with the development community and
economic development key accounts for input.
COMMISSIONER DWYER MOVED TO ALLOW THE EDA THE
OPPORTUNITY TO REVIEW REZONINGS OF BUSINESS PARK AND
INDUSTRIAL ZONE AREAS FOR COMMENT AND RECOMMENDATION AS
IT RELATES TO THE ECONOMIC DEVELOPMENT INDUSTRIAL
MARKETING STRATEGY. COMMISSIONER TVEITE SECONDED THE
MOTION. THE MOTION CARRIED 6-0.
9. Other Business
Catherine Mehelich requested the EDA to authorize execution of a Certificate of
Completion prior to payment for the TIF 19 Contract for Private Redevelopment.
COMMISSIONER DWYER MOVED TO AUTHORIZE THE EDA PRESIDENT
AND VICE PRESIDENT TO EXECUTE THE TIF 19 CERTIFICATE OF
COMPLETION AND THE LIMITED REVENUE TAX INCREMENT NOTES A
AND B. COMMISSIONER KUESTER SECONDED THE MOTION. THE
MOTION CARRIED G-0.

Marc Nevinski noted that Integrated Power Solutions, now known as Cymbet, has
graduated from the Business Incubator and moved to a new home located in the West
Business Paxk.
10. Adjournment
There being no other business, COMMISSIONER TEVEITE MOVED TO
ADJOURN THE MEETING. COMMISSIONER MOTIN SECONDED THE
MOTION. THE MOTION CARRIED 6-0.
The meeting of the Elk River Economic Development Authority adjourned at
