11-13-2001 EDA MINMEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, NOVEMBER 13, 2001 Members Present: President Gongoll, Commissioners Koenig, Klinzing, Kuestex, Tveite and Motin Members Absent: Commissioner Dwyer Staff Present Director of Econoauc Development Catherine Mehelich, City Administrator Pat I4aers, and City Clerk Sandra Peine 1. Call Meedn~To Order Pursuant to due call and notice thereof, the meeting of the Economic Development Authority was called to order at 6:00 p.m. by President Gongoll. 2. Consider 11/13/01 EDA Agenda COMMISSIONER MOTIN MOVED TO APPROVE THE NOVEMBER 13, 2001, EDA AGENDA. COMMISSIONER TVEITE SECONDED THE MOTION. THE MOTION CARRIED 6-0. 3. Consider Consent Agenda COMMISSIONER MOTIN MOVED TO APPROVE THE CONSENT AGENDA: 3.1. OCTOBER 8, 2001, EDA MINUTES -APPROVED 3.2. CHECK REGISTER -APPROVED 3.3. REVENUE/EXPENDITURE REPORT -ACCEPTED 3.4. BALANCE SHEET-ACCEPTED COMMISSIONER KLINZING SECONDED THE MOTION. THE MOTION CARRIED 6-0. 4. Open Iylike No one appeared for open mike. 5. Economic Development Assistant Position Update Catherine Mehelich informed the EDA that ten applications have been received fox the Economic Development Assistant Position and that five of the ten will be interviewed. She indicated that the new hire would start on January 2, 2002. Consider Business Incubator ~pplic2tion -Bixby Energy Svstems Inc Catherine Mehelich indicated that Bixby Energy Systems, Inc. has submitted an application for consideration of admittance to the Elk River Business Incubator Program. She noted that the Incubator Advisory Board reviewed the application and has recommended that the company be admitted to the program based on the fact that the applicant met the program guidelines. b1r. Bob Walker of Bixby Energy Systems gave a presentation of his product He explained that Bixby Energy Systems, Inc. has developed a biomass based heat and electrical energy producing system. COMMISSIONER KLINZING MOVED TO ACCEPT THE APPLICATION OF BIXBY ENERGY SYSTEMS, INC. FOR ADMITTANCE TO THE BUSINESS INCUBATOR PROGRAM. COMMISSIONER TVEITE SECONDED THE MOTION. THE MOTION CARRIED 6-0. Catherine indicated that the Business Incubator Advisory Board and staff is recommending that the EDA explore other options and business locations that could be considered for incubator prospects that cannot locate in the existing traditional facility. President Gongoll encouraged staff to research the issue. 8. Business Park Discussion Catherine Mehelich noted that in October the EDA discussed two issues relating to the Business Park. The first issue relates to the numerous requests for free land from non-profit organizations. The other issue, which received little time Eor discussion, relates to business pazk development opportunities for smaller sized hght manufacturing projects. Catherine suggested that the EDA continue business park discussion and consider if and where smaller lots of 1.5 - 3 acres might be provided in order to retain and recruit smaller hght manufacmring. President Gongoll indicated chat the Planning Commission will be discussing an amendment to the Business Paxk ordinance in cegaxds to percentage of warehousing allowed and that he would be attending the meeting. 9. Other Business There was no other business. 10. Adjournment There being no other business, COMMISSIONER MOTIN MOVED TO ADJOURN THE MEETING. COMMISSIONER TVEITE SECONDED THE MOTION.
