1. Call Meetine To Order
Pursuant to due call and notice thereof, the meeting of the Economic Development
Authority was called to order at 6:00 p.m. by President Gongoll.
2. Consider 10/14/02 EDA Agenda
COMMISSIONER MOTIN MOVED TO APPROVE THE OCTOBER 14,
2002, EDA AGENDA. COMMISSIONER KOENIG SECONDED THE
MOTION. THE MOTION CARRIED 4-0.
3. Consider Consent Agenda
Commissioners Klinzing and Tveite arrived.
COMMISSIONER MOTIN MOVED TO APPROVE THE OCTOBER 14,
2002 CONSENT AGENDA AS FOLLOWS:

5. Business Incubator Update

Heidi Hall reported that the Incubator Advisory Committee met on September 1 ~ ch
ro discuss future lease options for the Incubator Program. She indicated that the
Committee recommended that the EDA renew the lease with building owner, Larry
Hickman fox at least one year.
5.1. Report from Harlan Jacobs Genesis Business Centers
Heidi Hall introduced Harlan Jacobs from Genesis Business Centers. ~Ix. Jacobs
gave an update on four current Incubator prospects, rwo current tenants, and two
successful Incubator graduates.
COMMISSIONER KLINZING MOVED TO AUTHORIZE THE
NEGOTIATION OF A LEASE RENEWAL OF THE BUSINESS
INCUBATOR WITH BUILDING OWNER LARRY HICKMAN.
COMMISSIONER KOENIG SECONDED THE MOTION. THE
MOTION CARRIED G-0.
6. Consider Second Draft of Business Subsidies PoGcv
Heidi Hall presented the second draft of the Business Subsidies Policy. She noted
that the policy was reviewed by the EDA, HRA, City Council, and EDA Finance
Committee and includes all recommended revisions.
6.1. Call Public Hearing for Tuesday November 12 2002 at 600 p m
COMMISSIONER TVEITE MOVED TO CALL A PUBLIC HEARING
FOR TUESDAY, NOVEMBER 12, 2002, AT 6:00 P.M. REGARDING THE
PROPOSED CITY OF ELK RIVER BUSINESS SUBSIDIES POLICY.
COMMISSIONER KUESTER SECONDED THE MOTION. THE
MOTION CARRIED G-0.
Strategic Industrial marketing Activities Update
Economic Development Assistant Heidi Hall reviewed her memo that updated the
EDA on strategic industrial marketing activities.
City Administrator Pat IQaers stated that Anita Duckor was hired to do an
assessment of the 2000-02 marketing plan and to develop a 2002-04 action plan. The
Ciry Administrator recommended that the EDA consider hiring Duckor and
Associates to implement three action plan items. These three items are to assist staff
and the Planning Commission in seeing that the industrial development standards are
more in line with other communities; to review, modify and improve the siting
expansion process, and to facilitate a meeting with the school district to review the
warkforce challenges that were raised by business leaders. The City Administrator
indicated that Anita could also assist staff to provide feedback and provide general

support fox the department on a regular basis. Pat suggested that the EDA ask
Duckor and Associates for a proposal for these services.
Commissioner Motin indicated that having Anita work with the staff on plan
implementation should not be necessary as staff could follow up on the marketing
plan. Commissioner Tveite questioned who would review the effectiveness of the
plan if Duckor and Associates was involved in the plan implementation.
Following discussion, it was the consensus of the EDA to have Anita Duckor submit
a proposal for the action items and For on-going services.
8.1. Discuss Regular Meeting Schedule
Commissioner ~Iotin stated that the Council has discussed the issue of meeting
schedules and has recommended that the EDA begin its meetings at 5:30 and that
the Council would then schedule its meetings at 6:30 p.m.
It was the consensus of the EDA to hold its meetings at 5:30 p.m. beginning in
January 2003.
8.2. Call Special Meeting for Tuesday November 12 2002 zt 6.00 p m
Heidi Hall indicated that because November's EDA mewing falls on Veteran's Day,
which is a holiday, a special meeting must be called for November 12.
COMMISSIONER KLINZING MOVED TO CALL A SPECIAL MEETING
OF THE EDA FOR TUESDAY, NOVEMBER 12, 2002, TO DISCUSS
REGULAR BUSINESS. COMMISSIONER MOTIN SECONDED THE
MOTION. THE MOTION CARRIED 6-0.
9. Adjournment
There being no other business, COMMISSIONER MOTIN MOVED TO
ADJOURN THE MEETING. COMMISSIONER KOENIG SECONDED
THE MOTION. THE MOTION CARRIED G-0.
The meeting of the Elk River Economic Development Authority adjourned at 7:05
p.m.
