09-13-2004 EDA MINMEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, SEPTEMBER 13, 2004 Members Present: President Gongoll, Commissioners Koenig, Dwyer, Klinzing, Kuester, Tveite and Motin Members Absent: None Staff Present: Director of Economic Development Catherine Mehelich, Assistant Director of Economic Development Heidi Steinmetz, City Administrator Pat Klaers, and Recording Secretary Debbie Huebner 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Economic Development Authority was called to order at 5:30 p.m. by President Gongoll. 2. Consider Agenda MOVED BY COMMISSIONER KLINZING AND SECONDED BY COMMISSIONER KOENIG TO APPROVE THE SEPTEMBER 13, 2004 EDA AGENDA. MOTION CARRIED 7-0. 3. Consider Consent Agenda MOVED BY COMMISSIONER DWYER AND SECONDED BY COMMISSIONER KUESTER TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 3.1. AUGUST 9, 2004 REGULAR MINUTES 3.2. CHECK REGISTER 3.3. BALANCE SHEET 3.4. REVENUE/EXPENDITURE REPORT MOTION CARRIED 7-0. 4. en Mike No one appeared for open mike. 5. Strategic Industrial Marke[ing Activities Report Assistant Director of Economic Development Heidi Steinmetz noted that a direct mail piece is being finalized for mailing later this month to promote the Micro Loan Program and the Technical Assistance Program. Ms. Steinmetz reported on the Business Retention and Expansion visit with Supermats on Wednesday, August 11~. She reviewed four issues which were discussed at the meeting. Ms. Steinmetz noted that staff was surprised to learn that finding reliable, unskilled workers was one of the company's major concerns. She explained Economic Development Authority Minuses September 13, 2004 Page 2 that she and Ms. Mehelich met with representatives from the Minnesota Workforce Center and discussed Superrnats' employee needs, in addition to other Elk River industrial workforce issues. President Gongoll stated that he felt the BRE visit was well received by Supermats and that he found the facility tour to be very interesting. 5.1. 2004 Semi-Annual Inquiry/Prospect Report Director of Economic Development Catherine Mehelich explained that staff has been using new software to track inquires and prospects. She reviewed the Tracking Report that was distributed to the Commission in their packet, dated September 13, 2004. She explained that the Tracking Report indicates trends over the past 3 years in inquiry type, size and status. Ms. Mehelich noted that a new category, Commercial-Service, has been included in the Tracking Report. She reported that the number of light industrial inquiries received in the past 6 months total the annual amount of inquiries the past three yeazs. She explained that if the Commission is interested in attracting distribution/warehouse clients, the City must begin identifying large tracts of land suitable for this type of use, since there currently are no sites appropriately zoned for this use in the City. President Gongoll asked how the data is formatted and analyzed. Ms. Mehelich explained that data is analyzed by staff, and that the format was created by staff to better differentiate the types of inquiries received but that often staff doesn't receive enough details from prospects that like to keep confidential. President Gongoll asked if staff had a breakdown for how many Commercial inquires were for office space and how marry were for restaurants. Ms. Mehelich stated that they receive few inquiaes for office space. Commissioner Klinzrng asked for clazification on the dates shown on the 2001-2004 Industrial Client Status. Ms. Mehelich stated that the date in pazentheses indicates the year the inquiry was first received. Staff responded to questions from the Commission regarding the status of several contacts listed in the Notes/History section of the report. 6. Semi-Annual Business Incubator Report Harlan Jacobs of Genesis Business Centers presented a video sent by Anders Lindberg of Mora, Sweden explaining why he wishes to locate his company, ScandTrace, in North America. He explained that ScandTrace has developed meat-tracking software to document the chain of custody for beef production. Mr. Jacobs explained that Mr. Anders will be visiting the azea next month. He felt that Rob Henningsgazd of LapTwo would be the best person for Mr. Lindberg to work with on this venture. Mr. Jacobs introduced Jerry Pettersson, an inventor from Uppsala, Sweden. Mr. Pettersson provided background of several companies he has founded. Mr. Jacobs stated that ScandTrace would be an asset to the Business Incubator. Consider Business Incubator Tenant Lease Extension -LapTwo Technology Ms. Steinmetz explained that LapTwo Technology Corporation is requesting aone-yeaz extension of its sublease in the Business Incubator. She reviewed the details of the extension. Ocher Business Chair Gongoll noted two upcoming Chamber of Commerce events: 1. Chamber/City of Elk River -Manufacturing Week Event, October 19, 2004 2.
