Martin July 13, 2011 Ice Arena Commission, Chairperson 19426 Norfolk St. NW Elk River, MN 55330 Work Email: dmartin(~RrenerRV.com Home Email: dpbimartin(~charter.net Work phone: 763.241.2308 Home Phone: 763.441.2401 Subject: Ice Arena Renovation Project and User Group Support & Financial Commitments Attachments: Conceptual Design by 292 Design Group of Lower and Upper Level Renovation To User Groups: Elk River Boys Blue Line, Elk River Girls Blue Line, ERVHA, Skating Club The purpose of this letter is to communicate to you some information about the Status of the Ice Arena Renovation Project and to request a written response by each user group, either in a formal letter or board resolution in your minutes of Support or Non-Support of the Project, along with stating a dollar amount and years of commitment your association would be willing to contribute as part of partnering with the City of Elk River to take a step in getting an arena we can be proud of. As far as the wording of a resolution we have not discussed the exact wording. A resolution to basically state the type of commitment your association is willing to contribute both supporting -marketing the project and a financial commitment with the length of time of the commitment, such as the 20 years or life of the bonds for this project. There will be a need of a more binding wording needed in the future as / if this project proceeds to voting by the council to proceed. We would like a reply by Thursday July 21st so we can have them available at our re-scheduled August Ice Arena Commission meeting on Tuesday July 26`h at 6:00 at Elk River City Hall. The Ice Arena Commission will be meeting in the beginning of August and then presenting a status update to the Elk River City Council the second Monday in August. At that time we will need some written or minutes to show a commitment from each of the user groups to help convince the council the main user groups are behind this project both in getting the votes and financial. Here is a sample of a financial commitment we have discussed in general with each of you in the recent past, which would be about 10-11% of the estimated $8.1 million project cost.. • ERYHA -Commitment of $30,000 per year far 20 years. This type of commitment would total about $600,000 to the project, and be about $50-$66 per player in the Association. • Boys & Girls Blue Line -Commitment of $5000 per Blue Line Group per year for 20 years. This type of commitment would be about $200,000 to the project and be about $125-$150 per player in the Blue Line. With JV/Varsity Locker rooms included so far on the project it would basically be a fee to be able to leave your equipment in the locker rooms and keep aired out. • Elk River Figure Skating Club -Commitment of $5000 per year for 20 years. This type of commitment would total about $100,000 to the project with about $100-125 per player in the club. The expanded lobby, additional meeting rooms, JV/Varsity locker rooms, dry land training, equipment room, as well as the needed capital improvements items such as new roof on the barn, change out of the refrigerant and ice systems would go a long way in helping all the groups expand their programs with the additional space and improved facility. This project started as the City Council and Ice Arena Commission started to put a long range budget together of the Capital Improvements that will be needed at the Ice Arena over the next 5 years or so. Some of the items that were on the list included: • Roof replacement • New refrigerant • Expanded area for the maintenance, use and operation of the Zambonis. • Expand lobby • Varsity locker rooms The present mortgage of about $200,000 per year on the existing building will be paid off in 2013. The City of Elk River has responsibly and generously expended over $1 million to cover Capital outlays and eliminate deficits over the past 10 years. Reason for commitment: • Support from the Elk River City Council up to this point for the conceptual drawings by 292 Design Group. • We need your Associations support both marketing and financial for this project to proceed • You might think this is not a good time to do this type of project. But I think people will always say this is not a good time to do a project of this magnitude. But we feel this might be the right time as we go through the process with support of the Ice Arena Commission and Elk River city Council up to this point. But, if we are going to hope to get additional support from the Ice Arena commission and City Council we will have to show support and a type of partnership with each of the major user groups in helping to finance this project. Most other associations are partnering with their respective cities to help fund the expansion or continued improvements of the facilities they are big users of. In most cases it could be considered basically a user fee for rental spaces of equipment rooms, dry land training facilities, meeting rooms for use, improved locker rooms, Varsity/JV Locker rooms, expanded lobby areas to be able to hold additional tournaments or shows. In closing I want to emphasize that this might not necessarily be a good time but I feel it might be the right time. As it was explained to me as I was initially asking questions about the differences, the additional $12 is charged to provide necessary security at Roger's games -said rationale is that since the District supplies 3 police liaison officers to Elk River and only 1 to Rogers, these added dollars are necessary to provide the "additional" security service at the hockey games. Remember that I inherited these contracts. As we talked about at our meeting, I don't believe that the Board will support changes to the Elk River contract that simply "mirror" the Roger's contract just because Roger's has it in their contract -then the District would have 2 contracts that would be considered outside of standard norms. The Board strongly supports collaboration, transparency and equity across the District and I too adhere to that belief - however, sometimes equity does not mean the same thing as equal. I hope that you can appreciate my challenge as I continue to work through contracts that have politics incorporated within contract language. Yesterday it made sense to me but as I'm writing today I'm not following it. Does this make sense? The school district pays to the city $25,000.00 a year for each liaison officer, since the school district is paying for two but only has one the extra $12.00 per practice ice hour is to help defray the cost of not having the officer you don't have. I must be missing something here it sounds a little backwards, is it a contract issue that has not been looked at? It would seem to me , if this is correct, that since you are not getting the service you should not have to pay for the officer you don't have. Anything you can provide to clear this up for me would be much appreciated, I want to make sure that explain this correctly to the Commission. Best Regards, Rich 5. Review of Enerey Efficiency Proiects /Grant funding Arena Manager Czech notes that he will conduct tours if the commissioners would like to see the completed improvements. Vice Chair Johnson asks if there has been any feedback. Czech states that many people notice that the light is much more uniform. He notes that the lighting will be set differently for games than it is for practices. Also the Low E Ceiling does help the ice set quicker. Czech also notes that the City was recognized at the Federal level for our project. Banners and Pictures at the Arena Chair Martin notes that in reviewing the minutes from August 2007, do we need to establish a time limit for how long the students played for Elk River before they can be on the wall of fame? Vice Chair Johnson suggests that potential players should have participated in Bantam level of Youth hockey or higher. Arena Manager Czech states that per an earlier conversation with the absent Commissioner Barth we need to set aside the players as people, and simply look at their accomplishments. He also suggested that we have an appeal process. Commissioner Malzahn notes the rules should be "in stone" to take the pressure off the arena manager. Vice Chair Johnson suggests it also includes good moral standings with MAHA or the state high school league. Arena Assistant Estby inquires about qualifications needed for figure skaters. Vice Chair Johnson suggests figure skaters would need to reach pros or Olympic status, and that they would have the opportunity to appeal as well. Arena Manager Czech will check into qualifications for being in the NHL and will talk to the figure skating director regarding what would be comparable qualifications for figure skaters. MOTION BY VICE CHAIR JOHNSON, SECONDED MY COMMISSIONER MALZAHN TO APPEND THE AUGUST 2007 RULING TO PERIMETER TO ACHIEVE PICTURE IN HALL OF FAME TO: INDIVIDUAL MUST HAVE PLAYERD AT YOUTH BANTAM LEVEL OR HIGH SCHOOL LEVEL ONE FULL SEASON AND ACHIEVED ONE OF THE FOLLOWING: 1) COLLEGE-MUST HAVE LETTERED AT THE VARISTY LEVEL. 2) BE ON ROSTER FOR EUROPEAN PROFESSIONAL HOCKEY 3) BE ON ROSTER FOR NHL OR AFFILIATED MINOR LEAGUE HOCKEY CLUB FOR BANERS, MUST MEET THE REQUIREMENTS FOR A PICTURE AND FOR BOYS HOCKEY PLAY IN THE NHL, FOR GIRLS HOCKEY BE ON AN OLYMPIC TEAM AND FOR FIGURE SKATING HAVE AN INCOME AS A PROFESSIONAL SKATER. Vice Chair Johnson also noted that it will be determined at a future meeting what perimeters will need to be fulfilled for Figure Skaters to have a picture on the Wall of Fame. Honoring_past volunteers /Jon McLaughlin Arena Manager Czech notes he has been approached to have a shadow box put up in honor of Jon McLaughlin who recently passed away. Czech notes that there are many individuals who have donated a lot of their time to the arena and it's activities, and for those people, perhaps we should consider a "Behind the Glass" program. Our users would decide who would be featured and fill out an application, we could also put an ad in the paper to get the word out. MOTION BY VICE CHAIR JOHNSON AND SECONDED BY FOSS TO ESTABLISH THE "BEHIND THE GLASS" PROGRAM PER THE GUIDELINES THAT ARENA MANAGER CZECH HAS ESTABLISHED. MOTION CARRIES 4-0.
