RE: 2003 SEAL COAT IMPROVEMENTS
Dear Council Members:
We have tabulated the bids received last Tuesday, August 12th, for the 2003 Seal Coat Improvement
project. There were a total of three bids submitted. The following table lists the bidder and their total
bid:
Pearson Bros., Inc.
Allied Blacktop Co.
Caldwell Asphalt Co.
$22,468.85
$24,397.00
$40,664.29
As in the past, the Street Department will be pre-sweeping the streets and supplying the aggregate to
the contractor for the seal coat. The contractor will only have to supply the bituminous matedal and
place the aggregate supplied by the City. The City will then sweep the streets after the appropriate
length of time. It is obvious from the bid of Caldwell Asphalt Co. that they anticipated providing the
aggregate themselves and doing the additional work. They apparently did not read the specification
carefully enough.
Pearson Bros., Inc., is the lowest responsible bidder at $22,468.85. They have previously
successfully completed seal coating projects in the City of Elk River. Therefore, we would
recommend award to them as lowest responsible bidder. Attached is a resolution for the City
Council's consideration that would award the contract for the 2003 Seal Coat Improvements to
Pearson Bros., Inc.

RESOLUTION 03-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
SEAL COAT IMPROVEMENT OF 2003
WHEREAS
pursuant to City Council direction, competitive bids were solicited and received
for the 2003 Seal Coat Improvement project; and
WHEREAS
the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that Pearson Bros., Inc., is the lowest responsible
bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with Pearson Bros., Inc., as is approved by the City Attorney, for
the completion of the 2003 Seal Coat Improvement project according to the approved
plans and specifications designed by City Council Resolution.
The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract specified above.
