MEMORANDUM
TO: City Council
FROM: Bradley R. Rolfe, Chief of Police
DATE: August 8, 201 I
SUBJECT: Elk River Sportsman's Club Range Safety Inspection.
On Tuesday, May 17, 2011, I conducted an annual safety inspection of the Elk River
Sportsman's Club firearms range facilities. I was accompanied by Captains Bob Kluntz and
Ron Nierenhausen, both certified police firearms instructors. We were guided around the
range facilities by Lisa Olson, club corresponding secretary. The inspection was conducted
during a public open house to which the council and mayor were also invited.
I found the range to be in excellent repair and in compliance with all requirements
previously established by the City of Elk River. Club members continue to make safety
enhancements to the range facilities including raising backstop berm elevations and
extending side berms. Methods of range use accountability and monitoring are in place as
well as accountability for rounds fired on the known distance range.
I did not find any safety concerns and believe that the Elk River Sportsman's Club is being
operated in a safe manner.
