MEMORANDUM TO: Parks and Recreation Commission FROM: Steve Benoit, Recreation Manager DATE: July 29, 201 I SUBJECT: Lions Club Facility Usage Background At the July 13th Parks and Recreation Commission meeting a discussion was held regarding usage of Lions Park Center by the Lions Club. The current facility use policy states that the Lions Club can utilize Lions Park Center for a reduced rate for Lions Club functions. The question has been raised regarding what type of events constitutes a Lions Club function. Following is the current rental policy language relating to the Lions Club: The Elk River L:'on.r Club will pay $25 per fuuction for all uses at Lions Park Center occurriug after 4pm an Parks and Recreatiau Department bx.rirrerr days and all nan-business baurr. Tbey will not be charged for buildiug .tupendriou or a deposit. Members of the Lions Club were present at the meeting. In discussions on the issue, the Lions Club members stated that any facility usage requests from members aze currently approved at a Lions Club meeting. Also, all members of the Lions Club are invited to events and a Lions Club member must be present. The question was raised regarding any legal issues with anon-profit using a facility for what could be interpreted as a private function such as an anniversary or birthday party. This question was directed to the Ciry Attorney. The response information will be provided at the August 10`h meeting. Staff Request Staff request that the Commission recommend to the Lions Club that they adopt a written policy to address facility usage including the following criteria: • Facility usage is voted on by the Lions Club at a formal meeting • A Lions member must always be present • Lions communicate to the Pazks and Recreation Department approved functions
