Background
The applicant is proposing to utilize part of the existing building for the
repair of small personal recreational vehicles such as golf carts, snowmobiles
and motorcycles. The building will be shared with a recycling center which
also operates on this site.
In May 1995 the owner of the property, Mr. Dick Hetland, was granted a
conditional use permit for a recycling center. Staff is currently working with
Mr. Hetland on meeting the conditions that were included as part of the

conditional use permit for the recycling station. Compliance with the
conditions of the approval for the recycling center should be made a condition
of the approval for this application.
Overview
The applicant is proposing to occupy a portion of the existing building and
use it for his recreational vehicle repair business. He will be repairing small
personal recreational vehicles such as snowmobiles, motorcycles and golf
carts. This application does not involve any new construction, exterior
modifications to the existing building or outdoor storage of vehicles or
equipment.
Parking and Access
The zoning code requires 10 parking spaces for this type of facility. Ten
spaces are provided on the east side of the building facing 165th Avenue.
Currently there are 2 accesses from 165th Avenue. One of the driveways is
adjacent to the 165th Avenue and Highway 10 intersection, the other is
located about 130 feet to the east on 165th. Because of its proximity to the
Highway 10 intersection, staff is recommending that the driveway closest to
Highway 10 be closed and landscaped.
Currently the pavement between the building and 165th does not extend to
the eastern boundary of the parking area and is in need of repair. Staff is
recommending that the entire parking and travel area between the building
and 165th, excluding the required 10 foot setback from the right-of-way, be
paved and repaired.
Landscaping
Currently there are 2 trees that were planted along 165th. A landscaping
plan which complies with the landscaping ordinance should be provided. The
landscape plan could be used to fulfill the conditions of the conditional use
permit for the recycling center as well as any landscape requirements for this
application.
Signage
There is a freestanding sign on Highway 10 that is used by the recycling
center. No new signage is proposed for the repair business at this time. Any
new signage will have to comply with the sign ordinance and all signage will
require a sign permit.

Planning Commission Meeting
At the Planning Commission meeting held on September 30, 1997 no one
spoke at the public hearing. The Commission discussed improvements to the
site as well as ensuring that the conditions of the conditional use permit for
the recycling center are complied with. It was also noted this application is
different because no expansion or construction is occurring. Therefore, the
idea of installing curb and gutter to meet current standards was not
suggested at this time. The Commission recommended approval of this
request.
Recommendation
The Planning Commission and staff recommend that the City Council
approve this request with the following conditions:
THAT THE CONDITIONS INCLUDED AS PART OF THE APPROVAL FOR THE RECYCLING
CENTER BE MET.
THE ACCESS FROM 165TH AVENUE CLOSEST TO THE HIGHWAY 10 INTERSECTION BE
CLOSED AND LANDSCAPED.
A LANDSCAPE PLAN THAT FULFILLS THE REQUIREMENTS OF THE LANDSCAPE
ORDINANCE BE SUBMITTED FOR STAFF REVIEW AND APPROVAL.
4. NO OUTDOOR STORAGE IS ALLOWED.
THE PARKING AND TRAVEL AREA BETWEEN THE BUILDING AND 165TH BE PAVED AND
REPAIRED. A 10 FOOT LANDSCAPED SETBACK SHALL BE MAINTAINED ALONG THE
RIGHT-OF WAY FOR 165TH AVENUE.
THE APPLICANT SHALL SUBMIT A SIGN APPLICATION FOR ANY PROPOSED WALL OR
FREESTANDING SIGNS.
