'Thank you for participating in our 2011 Survey of Water, Wastewater, Stormwater. and
Solid Waste Utility- Rates. The survey included commtulities with populations over 5.000
througlun~t Minnesota (including the Minneapolis / St. Paul Metro area). North Dakota.
Montana, South Dakota. and Wyoming. New to the 2011 Utility Rate Survey is
information regarding transfers of utility funds to other City funds.
The results of the 2Ol 1 Sut~•ey have been compiled in the attached report. Comparisons
were made between the monthly cost for b,OOO Gallons of water for each utility type and
for each state. This year the benchmark was modified fi•om the previous volume of 7,500
gallons to 6,000 gallons due to trends in reduced water/wastewater use. Individual
comparisons of the water, wastewater, stor-nwater, and solid waste utilities are presented.
along with a typical total utility bill comparison based on the combined monthly cost of
these services (excluding solid w-aste).

succeed. This Utility Rate Survey was conceived over ten years ago
in order to further help our clients plan financially for infrastruchire
projects.

Having two former city auditors on the AE2S Nexus staff allows us to
tnily understand the services city financial staff provide. It was only
natural that we offer extension of staff services for that area as well.
Auditor support services provide assistance to municipal auditors,
finance directors, and city managers with anything from daily tasks to
budgeting to special assessments. Most cities are experiencing greater
needs placed on their staff with limited budget and time to address

Management is an effective tool to create a sustainable utility. Asset

... +• summarize the typical residential monthly bills for each utility (excluding
-" solid waste). The bills are based on 6,000 gallons of water usage (excluding
~..---~ stormwater), although we realize that some communities either round up or
down, based on the volume of water used and wastewater generated. From
June 2002 until 2010, 7,500 gallons was used to establish a benchmark
for comparison purposes. Due to trends in reduced water/wastewater use,
we have reduced the benchmark for the 201 l survey to 6,000 gallons.

You will readily note that the monthly utility costs among cotmunities are
highly variable. This can be attributed to a number of factors such as water
source, community size, presenceJabsence of a mechanical wastewater
treatment plant, topography, and local policies relative to depreciation
and capital improvement funding. The information presented can be used
to determine where a community would rank based on a typical monthly
residential utility bill with consumption of 6,000 gallons, bearing in mind
this variability.
This survey was conducted both as support for ongouig revenue adequacy,
cost of service, and rate planning analyses underway by AE2S and as a
planning resource for communities in the region. On a regional and national
scale, utilities are responding to economic challenges through increased
operational efficiencies, comprehensive capital improvement planning, and
judicious rate planning. Forecasting required rate increases in conjunction
with capital improvement planning enables utilities to meet annual operation
and maintenance cash flow requirements, as well as provide sufficient funds
for needed capital improvements. [n terms of rate planning and design,
knowledge of the cost of service associated with serving individual customer
classes assists in making equitable and justifiable rate planning decisions.
Annual review of capital improvement planning, revenue adequacy, and rate
planning is a critical step toward achieving and maintaining financial health
for your utility.

The graphic below depicts the change in the average cost of water
and wastewater service to residential users over the past 10 years.
• The blue and green bars represent the average residential charge for
6,000 gallons of water and wastewater, respectively, each year based

..lam (CP1-U) each year. The CPi-U price statistic is a general indication
of inflation or deflation, measured as the average change in the price
of consumer items-goods and services that people buy for day-to-
day living.
A comparison between the blue and green bars to the CPI-U (orange
line) gives an indication of how the average cost of water and
wastewater utility service, respectively, has changed since 2002
as compared to ane measurement of inflation/deflation. These
changes could be a reflection of a number of things, such as capital
improvements driven by regulatory mandates, efforts to catch up
on deferred capital investment, capital investment and rate increase
initiatives to address water supply issues related to drought, and
efforts to implement sustainability measures such as full-cost pricing.

Many systems in the region assess additional charges to users whose
wastewater is considered "high strength", or in excess of locally-established
domestic strength limits. Two high strength components to which high
strength fees are most commonly applied include Biochemical Oxygen
Demand (BOD) and Total Suspended Solids {TSS). The table below shows

Dear Mr. Adams:
Our organization is very grateful and thankful for how your organization became a partner to us, and
the victims of the storms that hit our area on the morning. of July 19, 2011. We did sustain some
heavy damage to our City and the Electrical system, with the help of your two crews and one from
North Branch we were able to have the majority of our customers back on line by 11:00 P.M. on the
19th. The crews that were dispatched to assist use that day, preformed very professionally and
worked well with the customers and rest of the personnel involved with the repair duties. As you may
recall that was also a day that was not real conducive to working outside. With the heat index well
above 120° at times it was very difficult to stay focused and hydrated, but your crew handled it very
ell. Moreover working in those weather conditions, and also the dangerous and difficult situation that
were all faced with, I am very happy to say we did not sustain any injuries of any sizeable nature,
couple little cuts and scratches. This also speaks highly to the work ethic and training of your
organization. The other aspect that they were faced with or course, was the upset and difficult
customers, these were also conducted and handled very professionally by your staff.
Again I cannot Thank You and your organization enough for all of their-hard work and support that we
received during the difficult time we were facing. If .at anytime we can be of assistance to your
organization do not hesitate to give us a call, we are more than willing to return the favor.

• We had 846 credit card payment transactions in July, compared to 870 in June. July's fee should
be $1,903.50.
The ebill implementation is still underway. There is a slight delay in implementation as we are
working with the programmers to create a daily update file. This will allow us to have updated
information available to the customer for activity on their accounts subsequent to the billing date.
Without this update file, only the billing information as of the bill printing date would be
available, and that would not be ideal. Rather than move forward without it (and implement it at
a later date), we are waiting for completion of this piece and will implement a more complete
product.
A request for proposal (RFP) of auditing services will be issued in conjunction with the City.
The current auditors have been providing these services for many years and have done an

This month we have another well sealing cost share participant. The well is
approximately 200 feet deep with a 6 inch diameter. About 100 years ago, the well fed
several homes in town. This abandoned well is a great one to seal because of its large
size. The ER-TV Channel 12 will also be video taping segments of the sealing to add to
• their water and well protection episodes. Community members will be able to view the
process of well sealing and understand why it is important to keep wells safe from
cont~ilr~ i nation.
