Alighting plan will need to be provided showing that a level of 1.5 footcandles is maintained. 2. A landscape plan will need to be approved by staff. 3. A sign permit will be required for all exterior signage. PLANNING COMMISSION The Planning Commission reviewed this request at their August 9, 2011 meeting. The items discussed were landscaping/buffers, composting/impervious surfaces, LEED, and building design/signage. They wanted to know if the landscaping would meet or exceed the ordinance requirements. Staff said it would meet the requirements. Buffering between the ball field and drop off/yard site was discussed. A commissioner asked if bituminous would go all the way back to the compost area and it was clarified that most of the area was already bituminous. LEED certification was discussed and if the building would be certified. Staff indicated that they will be using some of the LEED practices and principles, but the building would not be certified. No one spoke at the public hearing. The Planning Commission unanimously recommended approval of the request with the conditions listed. A sign permit will be required for all exterior signage. .BACKGROUND/DISCUSSION Early in 2010, the City of Elk River hired an architectural firm to complete a master plan for their public works facility expansion. Later the same year, the city then hired 292 Design Group to complete the architectural, civil, and engineering components of the expansion. QVERVIEW The subject property is about 27-acres in size and is zoned I1 (Light Industrial) where Government Buildings and Facilities require a CU-P. The property is west of the intersection of County Road 1 and Proctor Avenue. Timing Phase I (late fall 20 ~ ~~: 1. Relocate the fueling station x 2. Relocate the salt shed 3. Relocate the compost area 4. Relocate the oil drop off station Phase II: 1. Build an approximately 65,000-square footage addition onto the existing 18,400-square foot building. The city is requesting the CUP now which would authorize Phase I to occur this fall, with bidding to take place for Phase II this winter. ` N:\Departments\Communiry Development\Planning\Case Files\CUP\CU 11-14 ER Public Works\CU 11-14_PC.doc Building The new complex will be shared by the Street, Park, and Vehicle Maintenance Departments. The existing building, which will have interior work done, will be dedicated to the Parks Department while the other departments will be housed in the new expansion. The existing building is proposed to have a drive through lane running the entire length of the building. This will require some modifications to the exterior elevations, such as garage doors. The new expansion will consist of office, meeting, and locker spaces for all the employees. There will also be a new shop for the maintenance of the city's fleet, large vehicle storage, and a vehicle wash bay. The existing cold storage building will remain. The proposed materials for the new expansion are being proposed as pre-cast concrete panels and glass, which meet the architectural standards for the I1 zoning district. Circulation Circulation around the site will consist of a main access off of Proctor Avenue for all vehicles. The main drive that currently exists will remain fox the general public to access the compost area and for city vehicles to access to the "back" gated portions of the site. A separate drive lane for the relocated fueling station will be created off the north side of the existing drive. The fueling station will be a canopied area accessible at all times for city vehicles. Landscaping The landscaping plan has not yet been completed, as the site plan is still being designed. Staff will work with the architects on the plan. The site has a perimeter of 4,060 feet which would require 101 trees. (1 tree per 40 feet of lot perimeter) The site has existing trees which can be counted up to half of the required trees. A landscape plan will need to be approved by staff. Signage One wall sign is being proposed and a monument sign is being considered. Both signs will meet the sign regulations. Lighting The building will have exterior wall lights and the parking lot in front of the building will have light standards. The canopied fuel station and salt shed will have lighting for use during night hours. A lighting plan will need to be provided showing that a level of 1.5 foot-candles is maintained. Storm mater To accommodate the increased run-off from the site, four new ponds are being proposed.
