SUBJECT: Board and Commission Terms
Following is a list of Board and Commission terms expiring on
December 31, 1997. The city's reappointment policy requires all
previous board and commission members wishing to be reappointed
to go through the same interview process as any other applicant.
Some of the board and commission members have served a short
term because they were completing a term for someone who
resigned during mid-term. The Ice Arena Commission was formally
established approximately one year ago, therefore, commissioners
have served about one year. The Council may want to consider
waiving interviews for those who have served a short term if these
people are interested in reappointment. (These individuals are
highlighted in the tables below.) The council should also note that
the HRA and EDA members are mayoral appointments.

INVESTORS AND TO CONVEY A DEED TO THE ELK RIVER EDA. COIJNCILMEMBER
HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0.
8.5. Sergeant and Corporal Positions
Tom Zerwas, Police Chief, indicated that two officers have submitted
resumes for the position of Sergeant. He stated that because on of the
interested officers did not ~eet the minimum qualifications, the
remaining officer, Corporal Jeff Mordal, was the only qualified
candidate. He stated that he and Sergeants Rolfe and Tyler, are
recommending that Corporal Mordal be promoted as Patrol Sergeant
effective ,January 1, 1992.
COUNCILMEMBER SCHULDT MOVED THAT CORPORAL JEFF MORDAL BE PROMOTED TO
THE RANK OF SERGEANT EFFECTIVE JANUARY 1, 1992. COUNCILMEMBER
KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0.
Tom Zerwas indicated that: now that Corporal Mordal would be promoted to
Sergeant, there would be an opening in the Department for a Corporal.
He recommended that Officer Dave Hurd be promoted to Corporal. It was
the consensus of the City Council to move Dave Hurd to the Corporal
position vacated by Corporal Mordal.
Chief Zerwas indicated that with the addition of Sergeant Mordal there
would only be short periods when there would not be an officer in
charge. He indicated that the times would be on Saturday and Sunday
between 3:00 p.m. and 7:00 a.m. He requested the Council to consider a
small pay increase to oue of the officers in order to take this
responsibility during those times. It was the consensus of the Council
to have Chief Zerwas bring this matter before the Council at another
date.
8.6. 1992 Commission Appointments and Llpdate on Applications
Mayor Tralle requested appointment of Pat Dwyer to the EDA.
COUNCILMEMBER KROPUENSKE MOVED TO APPOINT PAT DWYER TO THE ECONOMIC
DEVELOPMENT AUTHORITY FOR A SIX YEAR TERM. COUNCILMEMBER HOLMGREN
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
COUNCILMEMBER SCHULDT MOVED TO REAPPOINT JIM SIMPSON TO THE ELI( RIVER
UTILITIES COMMISSION FOR A THREE YEAR TERM. COUNCILMEMBER gROPUENSKE
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
COUNCILMEMBER KROPUENSKE MOVED TO REAPPOINT VICKI SULLIVAN AND DEBRA
ANDERSON TO THREE YEAR TERMS ON THE LIBRARY BOARD. COUNCILMEMRER
SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0.
Pat Klaers indicated that four terms will expire on the Park and
Recreation Commission on ~2/31/91. He indicated that two members have
requested reappointment, Rolfe Anderson and Mike O'Brien. }lc also
indicated that Todd Mixer and Marilyn VanPatten have requested not to

MEMBERS. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION.
Councilmember Kropuenske indicated that a board should not be expanded
due to the quality or quantity of applicants. He further stated that the
Park and Recration Board has many tasks ahead of them in the upcoming
years and feels an expansion of the board would be beneficial in order to
deal with these tasks by way of sub-committees.
Councilmember Schuldt indicated that a board should not be increased
because someone is interested in the position.
THE MOTION CARRIED 4-1. COUNCILMEMBER SCHULDT VOTED AGAINST THE MATTER.
COUNCILMEMBER KROPUENSKE MOVED TO REAPPOINT ROLFE ANDERSON, TODD MIXER
AND MIKE O'BRIEN TO THE RECREATION BOARD WITH THEIR TERMS EXPIRING ON
JANUARY 1, 1992. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
It was council consensus to interview Gary Olson and Barb Northway for
the newly created Recreation Board position.
Plannin~ Commission
Mayor Tralle indicated that Commissioner Jerry Schroeder and Commissioner
Arlon Fuchs' positions have expired on the Planning Commission. He noted
that both commissioners have requested reappointment. Mayor Tralle also
noted that there is a vacancy on the Planning Commission because Duane
Kropuenske has been elected to the City Council.
COUNCILMEMBER DOBEL MOVED TO REAPPOINT ARLON FUCHS AND JERRY SCHROEDER TO
THE PLA~NNING COMMISSION WITH BOTH TERMS EXPIRING ON DECEMBER 31, 1991.
COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Mayor Tralle indicated that over the past two years 9 people have
requested to be interviewed for the position of Planning Commissioner.
The names of the people are as follows: James Llewelyn; Jim Rossman; Ted
Cornelius; Gary Olsen; Stewart Wilson; Mary Emberly; Robert Bischoff;
Theodore Franklin; and James Smeardon.
Discussion was held regarding Stewart Wilson applying for the position.
It was indicated that he was a member of the Planning Commission a year
ago. Councilmember Kropuenske indicated that although Stewart Wilson was
the Chairman of the Planning Commission and a very good member of the
Planning Commission, the Planning Commission will not have a
representative in Ward 2. He indicated that Stewart Wilson is in Ward 1.
Councilmember Kropuenske expressed his opinion regarding the importance
of appointing a Planning Commissioner living in Ward 2 to serve on the
Commission.

7. Public Hearing Date for 211th Avenue Road Improvement Proj~ect
The City Administrator indicated that a public hearing could not be conducted on
the 211th Improvement Project for Monday, August 1st, due to the newspaper deadline
for advertising. Therefore, it is suggested that the City Council hold the public
hearing at the August 15, 1983 City Council meeting.
COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE THE PUBLIC HEARING ON THE 211TH IMPROVE-
MENT PROJECT FOR MONDAY, AUGUST 15, 1983. THE MOTION PASSED 4-0.
7½. Community Educati6n Meeting
Mayor Hinkle requested volunteers from the City Council to attend the Community
Education meeting. Councilmember Gunkel indicated that she would attend the Com-
munity Education meeting.
8. Appointment to the Recreation Board
The City Administrator indicated that there were a number of people serving on the
Rec Board, that have not been officially appointed to the Rec Board. The City Ad-
ministrator indicated that in Section 216 of the City Code, it requires that 7 mem-
bers be appointed by the City Council to the Board for a term of three years. The
City Administrator further indicated that is is recommended that the City Council
officially appoint all of the members shown on Exhibit 1 of the memorandum from the
City Administrator to the Mayor and City Council, to the Rec Board for the terms
indicated on the exhibit.

8½. 189th Street and Troy
Councilmember Duitsman indicated that a resident at the end of 189th Street and Troy
is concerned about his neighbor cutting off the road to his property. Councilmember
Duitsman indicated that this neighbor has planted a garden and has a tractor, and is
actually blocking the public road.
The City Administrator indicated that the City has approached the Pomeroy residence
to maintain the easement to the property at the end of 189th and Troy. The City
Administrator indicated that Mr. Pomeroy has an outhou~in the right-of-way and
further indicated that Mr. Pomeroy is concerned about removing the trees along the
right-of-way.
Discussion was carried on regarding the Street Department's ability to get in and
out of the area. Councilmember Duitsman requested that City staff come up with a
recommendation to solve the problem at the end of 189th and Troy.
9. Administrator's Update

7.1. GFOA Finance Award
Mayor Duitsman presented Assistant City Administrator Lori Johnson with the
Certificate of Achievement for Excellence in Financial Reporting for the 1995
Fiscal Year.
7.2. Consider COPS FAST Grant
Chief Zerwas indicated that the city received authorization through the COPS
FAST Grant for two additional police officers. The Police Chief indicated that if
the Council accepts the reward he anticipates filling the two positions in April or
May. He further indicated that this would allow an existing officer to be assigned
to investigations and another to traffic enforcement detail.
Counciimember Dietz requested the Police Chief to provide information
regarding all of fhe officers that have been hired including the number of years in
which fhe cify should be paid fhrough the COPS FAST granf, and when all of the
officers will be on the cify's payroll.
COUNClLMEMBER FARBER MOVED TO AUTHORIZE THE POLICE CHIEF TO ACCEPT THE
COPS FAST AWARD FOR TWO POLICE OFFICERS WITH THE STIPULATION THAT THE
POLICE CHIEF PROVIDE THE INFORMATION REQUESTED BY COUNCILMEMBER DIETZ:

Ice Arena Update
City Administrator Pat Klaers indicated that all appointments to the Ice Arena "~"-
Commission have been made. He stated that terms for the Commission are three
years, however, the Council should establish some one and two year terms at the
beginning so that all terms do not expire during the same year.

end of the month and skating staded on schedule on 1/13/97.
