Lindberg.

41 Historic Neighborhood Update
Fran Toth was present to discuss the feelings of the residents. She felt that a historic
neighborhood distt7ct would be a "tough sell" now due to tZie feelings of "too much
goy%ernment". She discussed a%hat is going for "us" in terms of protecting the neighborhood
regarding the character and architecture of the homes. Fran added she ~x%ould like to see one
more neighborhood meeting.
Ens%ironmental Administrator Haug commented that she would like to explain the suive~%.
Fran agreed and suggested explaining the positi~-e little things. Environmental Administrator
Haug discussed Hastings being proacti~ e.
• Commissioner Mortensen commented that it would be helpful to have the study done first
so we have something to share with the neighborhood. Councilmember ~Xlestgaard added
that the HPC needs to know what the neighborhood's hesitation is because there will be no
council interest without endorsement by the citizens. He'd like to know the residents' top 10 .
concerns.
Cotntnissioner Mortensen commented that information should be gathered regarding wh~°
old windows are better if repaired or restored vs. replaced so the residents can be better
informed.
Chair Lindberg expressed concern about doing a sui-~-e~- ahead of tithe.
Environmental Adtninisuator Haug discussed using the St. Cloud power point presentation
and having the St. Cloud HPC people come down to talk to the Horseshoe residents.
Conducting a vote was discussed. Fran thought that was a great idea, but it should be kept
confidential. Commissioner ~Zortensen added that it needs to be well planned. Chair
Lindberg added that he would haz-e difficult- supporting moving ahead «-ithout a super
majoring (iatlier than just ~1° o). Councilmember ~~'estgaard concurred, stating that it should
be more along the lines of 8~ - 90°,!o for moving ahead «-ith a sut-~-ey of die neighborhood.
Design guidelines «-ere discussed (having the residents give il-tput). At t11e newt meeting,
dates will be set up for the neighborhood meeting.
Commissioner Mortensen commented that she did some research on historic neighborhoods
and she "found some reall~T good stuff '. •
5 Strategic Plan
En~-uonmental Administrator Haug, Commissioners Konietzko, and Mortensen a>ill form a
subcommittee to discuss the strategic plan and bring that back to the commission.
Environmental Administrator Haug added that she will e-mail Councilmember Westgaard
also and ask the absent commissioners if they are interested in participating.
6) Planning Commission items
Environmental Administrator Haug stated there were no topics reflecting histol7c issues,
meaning that all items have no SHPO sites and all have lo~x~ probability of an archaeological
site.
7) Fast Track Grant Update for Tackson Street Water Tov~~er
Environmental Administrator Haug stated that the grant application was submitted after
more adjustments and is ~~aiting for a response back. She will inform the cotntnission once
she has heard the determination. Environmental Administrator Haug added that she felt it's
a good thing that it hasn't been completely denied. A comment was made that it's rather
ironic that tlis is called the "fast track" grant.
8 Other
TointMeeting with the HRA
Environmental Administrator Haug discussed having a joint meeting v~ith the HRA to learn
more about the legislation for historic tam credits and what that is. The thought would be to •
have a speaker come in and educate both groups at once. The legislation for the credit has
been passed but there are no details yet. Requests have already been coming in to the
Economic De~-elopment Department from the Brick Block. Cointnissioner Koruetzko
offered to do some research. Councilrnember ~~'estgaard questioned «-heti~er it has to be
