Building Official Updates
Since I have requested Building Official Cliff Skogstad to be in attendance for
agenda item 4.2., I thought it would be appropriate for Cliff to spend a few
minutes with the Council to update everyone on some of the other projects
happening throughout the city.
R.~din~ House - Cliff has taken the lead in ensuring that the Ryding house
north of the library is being demolished. The Police, FBI, and Fire
Department conducted training in the house prior to the demolition which
was completed by Veit Construction on Tuesday, November 11. As of the
writing of this memo, fill material has not been placed in the hole on the site
where the house once stood, but this is scheduled to take place any hour or
day and should be completed by the time the Council meets on 11/17/97. The
parking lot construction will not take place until next year.
New Liquor Store - The new liquor store is essentially completed. A punch
list of corrections is still outstanding and this is fairly standard business with
any new facility. Cliff has issued the occupancy permit and the one year
warranty is running on most of the building and site improvement items.
Overall the project went as smooth as one could hope for and the project came
in on time and under budget. The construction manager (Greystone) did an
excellent job for the city on this project.
City Hall Building Health - A consultant was hired to investigate the
health condition of our City Hall building. A building construction error in
the air intake system was identified and is being corrected. This intake air
situation may have been a cause of some of the complaints about the building
air quality causing headaches, a feeling of"sickness", and similar types of
conditions.

Ice Arena - This project is essentially completed, but there are still a couple
of building issues that require our attention. These items include the roof,
heating, and the dehumidifier situation. On the positive side, the seating has
been corrected and now meets code and all of the seating is available for the
public.
The request to the city was for "four walls and a sheet of ice." We do have a
very nice Olympic sheet of ice and we got a good project for our money.
However, the bare bones project needs some additional expenditures in order
for the arena to function properly and we are looking at these issues one at a
time based on priorities. When anyone tries to do a $3 million project for
$2.7 million, you will have some problems in the design and "value
engineering" which will require additional expenditures after the project is
completed. This appears to be the case with the dehumidifier situation in
which the improper functioning of this system has some potential negative
long term effects on the building and needs to be addressed. Options are
being reviewed to resolve the situation, but none of the options for improving
the air circulation in order for the dehumidifier to function correctly are
cheap.
