In the process of analyzing our needs and developing a position description it was determined that the position should include more than just the electric conservation programs but rather include electric/water conservation, key account management, and general mazketing responsibilities. The attached position description for the Conservation and Key Accounts Manager reflects these additional responsibilities. The bigger vision is to grow the position into a department responsible for conservation programs, key accounts, marketing, and public relations. Another important part of this position and the future department will include partnership with the Ciry and the EDA to help promote Elk River and attract and maintain businesses in Elk River. An offer has been made to and accepted by Tom Sagstetter, a former Great River Energy employee who worked on their conservation improvement program. Tom's first day was September 7rn In August I attended the annual Minnesota Municipal Utilities Association Summer Conference with Al Nadeau and Theresa Slominski. Attached is the 2011 Legislative Report. An update from the conference will be provided at the Commission meeting. Also attached is a thank you letter from the Elk River Chief of Police thanking ERMU for our participation in this year's Night to Unite, and an article from American Public Power Association about a city currently working towards municipalization of their electric utility. Company resource for fielding energy and water conservation inquiries. Responsible for electric and water conservation programs, and responsible for key accounts ro ram. Provide eneral su ort for other de artments and assist with eneral duties. Essential Functions Responsible for ERMU's compliance with Federal and State energy regulations (including the Next Generation Energy Act of 2007) through administration of ERMU's Conservation Improvement Program (CIP): A. Responsible for the CIP budget. B. Oversee CIP planning, forecasting, and reporting. C. Develop, maintain, and promote conservation programs to achieve CIP goals. D. Oversee the Dispersed Generation and Interruptible Load Program. E. Oversee Demand Side Management programs. F. Oversee commercial/residential rebate programs. 2. Stewazd ERMU's leadership position on water conservation and the protection of our water resources. Oversee ERMU's water conservation programs, commercial/residential rebates, and promote water conservation through customer education: A. Develop, maintain, and promote water conservation programs. B. Assist with the education, promotion, data collection, and record keeping for the wellhead protection program. C. Oversee commercial/residential "smart system" sprinkling rebates. Responsible for the key accounts program. Have availability for and initiate contact with key accounts to promote utility programs and develop positive community relations. Provide general correspondence with customers to address questions. Assist with mazketing and public relations. Promote the utilities by representing ERMU at public events, giving facility tours, and providing educational and demonstrational speaking events: A. Assist with addressing quality, usage, and rate questions or concerns for electric and water customers. Page 1 B. Create customer rate studies, program benefit studies, and efficient technology investment payback studies. C. Promote ERMU conservation programs and provide customer education through presentations, tours, program materials, and customer correspondence. 4. Performs other essential job duties. A. AssisC in the advocacy for utilities' positions. B. Assist with website and marketing material information accuracy. C. Regular and timely work attendance. D. Follow all safety procedures and participate in safety training. E. Other duties as assigned. Required Knowledge, Skills, and Abilities • Knowledge and ability to efficiently use computer, word processing and spreadsheet sofrware, phone, copier, and other standazd office equipment. • Knowledge of electric and water utility industries and conservation regulations. • Knowledge of commercial building systems including lighting, motors, variable frequency drives, and HVAC. ^ Excellent public speaking skills and ability to professionally represent ERMU. • Excellent written communication skills. • Ability to work independently. • Ability to make decisions within policy and position parameters. • Ability to effectively interact and communicate with supervisors, staff, and customers in a courteous and efficient manner. Minimum Qualifications • High school degree or equivalent. • 4-year college degree. • Total of 5 years related utility experience. The effort to create acity-owned utility appears to be driven in large par[ by a desire for cleaner, more renewable sources of energy. Last year, the city decided against renewing Xcel Energy's 20-year franchise. In July, the City Council voted to proceed with the effort to form a municipal utility. That vote came after what the local newspaper, the Boulder Daily Camera, called "a year of intense debate and public outreach on a scale that has rivaled any policy issue Boulder has tackled in the last decade." On Aug. 16, the Boulder City Council approved several ballot questions to be considered by city voters between now and Nov. 1, including two questions on whether the city should form acity- owned electric utility. One of those questions will ask voters to decide whether to authorize the creation of a locally run electric utility. Based on specific limitations in the ballot language and a related ordinance, the City Council would not be allowed to issue bonds until all start-up costs are finalized -and only if customer rates would be no more than those charged by Xcel Energy at the time of acquisition. The second question will ask voters to consider extending and increasing a tax on Xcel Energy called the "utility occupation tax" for a limited amount of time to fund the costs associated with determining those concrete start-up expenses and taking the interim steps to set up a local utility. The tax takes the place of a franchise fee, since the city voted last year not to renew Xcel Energy's 20-year franchise. The election will be conducted by mail-in ballot. Ballots will be mailed to active voters between Oct. ] 0 and Oct. 14 and will be due at the Boulder County's Election Division by 7 p.m. on Nov. 1. Survey finds strong support for renewable energy A telephone survey earlier this summer found that Boulder voters support creation of acity-owned electric utility by a wide margin and that residents overwhelmingly want a reduction in cazbon emissions. Seventy-one percent of survey respondents said they support municipalization and said they thought the city would be better than Xcel Energy at offering renewable sources of energy and at reducing carbon emissions. A smaller, but majority, percentage (57%) thought the city would do a better job than Xcel Energy at finding innovative solutions to energy problems. The survey results "show that the City of Boulder has listened carefully to our community as we have set our objectives and studied our energy supply options." The survey, conducted by National Research Center Inc. in Boulder, reached 1,265 registered voters and resulted in 400 completed responses. The response rate of 32% was one of the biggest the survey has seen in recent years. The results have a margin of error of plus or minus 4.5%. Boulder is very interested in reducing its greenhouse gas emissions and in getting more energy from renewable sources. In 2002, the city set a goal of cutting its emissions of greenhouse gases to 7% below 19901evels by 2012. In 2006, the city approved a carbon tax to pay for energy efficiency programs to help meet that goal. The tax amounts to about $21 per household, the Denver Post reported. Xcel Energy has said it does not want to sell its distribution system to the city. Summer vacation schedules with the programmer and the development staff has made this a slower process this past month. We had apre-proposal audit meeting Wednesday, September 7`h with the City and various interested auditing firms. The deadline for RFP submissions is 4:30 pm September 19a'. I attended the MMUA Annual Summer Meeting at the end of August and came away with some great information. One of them is program through the State of MN called Revenue Recapture, established with Statute 270A. This allows us to submit past due residential customers to the state and essentially file a claim. If the customer is a MN resident and files a tax return or requests a rent credit, any amounts paid would have our claim amounts deducted first and the balance is paid to the customer. A few utilities are using it and several cities, colleges, and hospitals are using it. This is a vehicle For us to be able to obtain funds for past due electric bills that are not assessable. After discussing this program with our Attorney, Peter Beck, we submitted our request and have already received our agency ID# to begin submitting claims. The Meter Department helped the Line Department work on storm damage on August 2nd. They continue with the monthly and weekly substation checks, load control issues as they come up and changing out electric meters to erted meters. They are also helping the Water Department change water meters. The generators were exercised for their monthly run on Aug 23. The run went very well again producing 7.637 MWh to GRE. ERMU's peak load last month happened at 5:00 pm on August 23 with a total of 51.2 M W. The Locating department had a total of 392 locate tickets, 11 of them being emergency tickets. The locating staff continue with big locating projects in the northern area of our service territory for county road construction and locating for CATV expansion.
