08-08-2011 EDA MINMEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, AUGUST 8, 201 I Members Present: President Touchette, Commissioners Daryer, Gumphre}; Motin, Tveite, and Westgaard Members Absent. Commissioner Zerwas Staff Present: Director of Economic Development Annie Deckett, Finance Director Tim Simon, and Senior Administrative Assistant Jennifer Johnson Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Economic Development Authority was called to order at 5:30 p.m byPresident Touchette. 2. Consider Agenda MOVED BY COMMISSIONER TVEITE AND SECONDED BY COMMISSIONER DWYER TO APPROVE THE AUGUST 8, 2011 EDA AGENDA. MOTION CARRIED 6-0. 3. Consider Consent Agenda MOVED BY COMMISSIONER MOTIN AND SECONDED BY COMMISSIONER WESTGAARD TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 3.1. CONSIDER JULY i 1, 2011 REGULAR MEETING MINUTES 3.2. CHECK REGISTERS 3.3. BALANCE SHEET 3.4. REVENUE/EXPENDITURE REPORT MOTION CARRIED 6-0. 4. Ooen Mike Dave Raymond, Chaim>an of the Elk River Ans Alliance, thanked the EDA for their support in the Art Soup Festival He stated he heard positive comments from attendees and business owners, saying even with the rainyweather, theyhad around 2500-3000 attendees. It was suggested bythe Parks and Recreation Department and the Elk River Gramber to look into the possibility of a pannership and hold AnSoup everyyEar. He stated a partnership would have to be formed in order to provide the needed financial support required 5. Consider Year 2012 EDA Budget and Resolution Establishing Tax Levy Economic Development AuthotiryMinutes e~gusrs,zott Ms. Decker presented the staff repon. 10. Other Business Commissioner Gumphrey requested to revisit item 5, specifically asking the EDA reconsider allocating $2500 from the 2012 miscellaneous budget and donate it to the Initiative Foundation. He feels they've done a lot for the city in the past. Dwyer agreed with Councilmember Gumphrey. Page 3 Chair Touchette expressed concerns a~th upcoming expenses such as the branding and marketing plan, and felt hesitant to donate this money until they knew for sure theywould have sufficient money available. He did agree the Initiative Foundation is good at benefitting communities thrive and grow. Commissioner Motin stated that while he felt theywere a good foundation to support, that we should carefullyconsider donating moneytowards them given the tight budget and the fact that it would be an indirect benefit to economic development. Commssioner Tveite agreed with Commissioner Motin but wanted to clarifythat this contribution wouldn't increase the EDA budget but would come at the expense at something else. MOVED BY COMMISSIONER GUMPHREY AND SECONDED BY COMMISSIONER DWYER TO APPROVE DONATING $2500 TO THE INITIATIVE FUND WITH FUNDS BEING TAKEN FROM THE MISCELLANEOUS BUDGET LINE ITEM. MOTION FAILED 3-3. CHAIR TOUCHETTE AND COMMISSIONERS MOTIN AND TVEITE VOTED AGAINST THE MOTION. 11.
