Request
Jeff and Rita Karsten have requested an administrative subdivision to
subdivide approximately a half-acre into two single family lots.

Overview
The proposed administrative subdivision involves subdividing approximately
a half-acre into two single family lots. The property currently has an existing
home along with two detached garages on the property. The subdivision will
create two parcels; Parcel A of 13,047 square feet and Parcel B of 11,882
square feet. Both parcels meet the minimum lot size requirement of 10,000
square feet set forth in the Rlc zoning district. The one exception will be
Parcel A which will not quite meet the frontage requirement of 100 feet. The
proposed survey shows Parcel A having a frontage on Boston Street of 97.69
feet.

Parcel B will include the existing house and detached garage. The second
detached garage will remain on Parcel A until the property is sold.
Driveway Access
Meadowvale Road is expected to see an increase in traffic as this area of Elk
River continues to develop. Therefore driveway access to Parcel A should be
accomplished off of Boston Street.
Drainage and Utility Easements
The appropriate drainage and utility easements will have to be granted
through a drainage and utility easement document. The easements shall
include five feet along the side property lines and ten feet along Boston and
Meadowvale Road. Legal descriptions of these easements will have to be
provided so easement documents can be prepared, signed, and recorded along
with the administrative subdivision.
Assessments
This property was previously assessed along with the Westwood Subdivision.
The assessment was based on a front foot basis with one unit for both sewer
and water service. No further assessments are needed, however, with the
new parcel the assessments will need to be reapportioned.
Park and Recreation Commission Recommendation
The Park and Recreation Commission recommended park dedication be paid
for one lot unit.
Recommendation
It is recommended the administrative subdivision request by Jeff and Rita
Karsten be approved with the following conditions:
Drainage and utility easement be provided along the lot lines. Five
foot easements be provided along the side and rear lot lines and ten
feet along the front (Meadowvale Road and Boston Street).
2. Access to Parcel A shall be restricted to Boston Street.

Park dedication in the amount of $600 for the new lot be paid prior to
releasing the subdivision for recording.

A surface water management fee in the amount of $133.68 for one lot
unit be paid prior to releasing the survey for recording.
A water availability charge be paid to Elk River Municipal Utilities for
one lot unit prior to releasing the survey for recording.
