4.6. SR 09-19-2011REQUEST FOR ACTION TO ITEM NUMBER Ma or and Ci Council 4.6. AGENDA SECTION MEETING DATE PREPARED BY Consent Se tember 19, 2011 Bradle Rolfe, Chief of Police ITEM DESCRIPTION REVIEWED By Master Joint Powers Agreement Between the Minnesota Bureau Robert Thistle, Interim City of Criminal Apprehension and the City of Elk River Administrator Prosecutor's Office R ~D j ~ ~--_._ ACTION REQUESTED Council approval of the signing of the Joint Powers Agreement by the Mayor and City Clerk on behalf of the City and the Prosecutor's Office. BACKGROUND/DISCUSSION In order for City Prosecutor Scott Baumgartner to have access to the State Criminal Justice Data Network (CJDN), a signed Joint Powers Agreement QPA) must be executed. Since he is contracted by the City, the agreement must be signed by the Mayor and City Clerk, after being approved by the Council. Access to the CJDN is necessary to facilitate the eCharging project that the Police Department and City Prosecutor's Office axe currently engaged in. The eCharging project will allow for criminal complaints to be electronically filed through the courts, thereby saving staff time. As Chief of Police, I support the signing of this JPA which would give the City Prosecutor access to the necessary systems and networks for eCharging. City I.T. staff has already worked out the necessary security protocols to allow for the City Prosecutor to gain offsite access and still meet the Federally mandated security rules. This is generally accomplished by an individual user entering a query into one of BCA's systems or tools. B. Indirect access occurs when individual users at the Agency go to another Agency to obtain data and information from BCA's systems and tools. This method of access generally results in the Agency with indirect access obtaining the needed data and information in a physical format like a paper report. C. Computer-to-computer system interface occurs when Agency's computer exchanges data and information with BCA's computer systems and tools using an interface. Without limitation, interface types include: state message switch, web services, enterprise service bus and message queuing. For purposes of this Agreement, Agency employees or contractors may use any of these methods to use BCA's systems and tools as described in this Agreement.
